Mr. Doull said the vote of Nova Scotia was asutlicient answer to the charge that this tariff had been imposed upon her against her will. If her industries were sufficiently pro- tected, he would not complain of the protec- tion of other industries, but he feared that the tax on bituminous coal was not enough to give Nova Scotia the Ontario market. if the Fi nance Minister would consent to 75 cents, Nova Scotia would have the Ontario market ; and the United States, in order to regain that market, would open their markets to Nova Scotia. The 50 cents would be a very small benefit. He was disposed to kick against 50 cents, but would accept it if he cou not get 75 cents.

The distillers, it is said, have entered a strong protest against the increased duties on ardent spirits.

it is probable that some amendments will be made in the tariff before finally adopted ; and itis also likely that the Opposition will divide the House on several of the proposi- tions.

It is possible that a general resolution, set- ting forth their views, will be offered.

‘The Insolvency Law Committee was called to order about 10.30 by Mr. Colby, Chirman. There was a larger attendance than at the meeting yesterday. Sir A. J. Smith said the present Insolvent Act had given rise to a great deal of fraud and dishonesty that could only be prevented by wiping the present system of the Statute Books. Mr. Robertson, Hamilton, did not think that the repeal of the Insolvent Act would prove advantageous to the country; in fact, it would bring back chaos to the whole business community.

On the amendment of Hon. James McDon- ald that the Insolvent Act be continued in a modified form, it was declared carried by a vote of 10 to 8.

Hon. James McDonald proposed as a sub- committee to carry out the details of the new Act Messrs. McLellan, Guthrie, Girouard, Colby, Weldin, Doull and Brecken. The com- mittee then adjourned.

Lonpon, March 19.

Menatti Garibaldi, with 3,000 Italians from Yarante, will colonise this sammer on the southern coast of New Guinea. Of the money reyuired for the colony, $6,000,000 are ready. The applications to join the expedition are more than can be granted. Many Deputies are amongst the adventures.

Belfast, Ireland, was excited till a late hour on Monday night on account of difficulties be- tween the police and the Nationalists’ proces- sions. A good many people were sent to the hospital for wounds.

Portugal has prohibited the importation of pork, in every shape, from the United States, because of trichine.

CONSTANTINOPLE, March 19.

The Sultan has given renewed proof of cen- fidence in the Grand Vizier. The danger of changes in the Ministry has been averted for a time.

We learn that the Concert by the B. |. Sc- ciety on St. Patrick’s night realized $125 clear profit, which amount will be expended in aid of the poor.

To the Electors of the Second District of King’s County: GENTLEMEN, —In again soliciting your suffrages, it becomes my duty to state the cir- cumstances under which | appeal to you for re-election. During the Session recently terminated, a vote of want of contidence in the then Govern- ment was carried in the House of Assembly, which resulted in the resignation of the Ministry. His Honor the Lieutenant Gover- nor was pleased to entrust me with the for- mation of a new Government, which I success- fully accomplished. Believing that the Electors desired an opportunity to pronounce upon the conduct of the late Ministry, and wishing to obtain the sense of the country on the present position of affairs, a dissolution of the House of Assembly has been advised, and an appeal to the Con- stituencies will be made without delay.

At the last General Election public senti ment was expressed in favor ef secular education, and the present Ministry will give effect to the voice of the people by maintaining the 1 n3ectarian system.

The Government are determined to resort to every legitimate means to lighten the burdens of the tax-payers. In order to accomplish this end it will be necessary to curtail the ex- penses of legislation, and believing that one Legislative Chamber is sufticient for this Province, a Bill will be submitted next session, having for its object the abolition of the Legislative Council. The measure will be so framed as to amply protect the interests of property holders. Provision will likewise be made for a reduction of the remuneration to members.

Our civil service is in a very unsatisfactory condition, and the expenditure in regard to it is greatly in excess of the present means of the Province. The Government will adopt measures for the reorganization of the entire service, with a view to the amalgamation of some of the departments, a decrease in the number of officials and a general reduction of ga'aries.

Agriculture has notof late years received such encouragement as the staple industry of the Province demands. In order to stimulate the exertions of our farmers and stock raisers the ‘‘Agricultural and Stock Farm” will be placed under improved management, and means will be adopted to render it more gen- erally beneficial than it has hitherto been.

This Province is entitled to a proportioal share of the Fishery Award, and the present Ministry will leave nothing undone that they can accomplish, to obtain the same.

The olathe system of imprisonment for debt will be abolished, and a more humane law for the protection of creditors will be sub- stituted for it. A measure to secure liens for labor and advances will also be intreduced.

The law relating to roads and bridges re- quires amendment. It and the Registration and Ballot Act shall receive the attention of the Government.

A system of the strictest retrenchment and most rigid economy in the public service will be inaugurated, so as to reduce all the control- lable outlay and keep the expenditure of the Province within its revenue.

If, after the closest husbanding of the pub- lic resources, the Government find it necessary to continue direct taxation, that system will be adopted, which shall be least obnoxious to the people, and will entail the smallest expen- diture in the imposition and collection of the amount required.

As I have already exceeded the usual limits of an address, I will not now refer to other subjects that will attract the attention of the Ministry. 1 wish, however, to assure you that the utmost endeavours of the Govern- ment will be directed to promote such effi- ciency, as well as economy, in the administra- tion of our public affairs, as may redound to the prosperity of the Province and the con- tentment of its people.
