THE INDIANS OF CANADA,
The annual report of the Department of Indian Affairs for last year states that measures adopted to ameliorate the condi- tion of Indians in the Dominion have been attended with a fair measure of success during the past year. Important progress had been made by the Indians of the Northwest, who have been settled upon reserves, instructed in the arts of civili- zation, such as building houses, barns, storehouses, and the cultivation of the soil, but a considerable number of Indians still prefer their roving life, and cherish the hope that the buffalo will retarn in suffi- cient numbers to afford them subsistence. Reports from the different agencies state that many tribes are gradually abandoning their heathenish rites and ceremonies. Several of the schools in the Northwest have been conducted with marked success. From Manitoba and Keewatin encouraging reports have been received from the agents. Any Indians who cannot make a living by cultivating the soi] always find lucrative employment from the settlers, mill owners, or lumber men. In British Columbia,with few exceptions, a marked and continued progress is observable. The following is the census of the Indian population, as far as could be ascertained :—

Suppression of the Liquor Traffic.

Deak Siz,—A meeting was held in Little Harbor Schoolhouse, on the night of the 21st inst., at which D. Nolan, Esq., Chep- stow, presided as chairman, with the undersigned as secretary. Although the notice given wae short, and the evening somewhat unpromising, a great concourse of people attended. Not only the residents of Litttle Harbor attended in full force, but the neighboring districts of West River, Rd Point, Chepstow and Greenvale, were represented. The object of the meeting was to devise some means whereby the sale of intoxicating liquors could be suppressed in Souris, and surrounding districts. The inordinate sale of this destroyer of public good, in direct oppusition of prevailing laws, has reached an alarming extent in this part of the couniry, and it has roused the people to do something that. will be not only beneficial to the nidires but to the country in general. It is a sad thing to behold a country unequalled in fertility and natural resources, either directly or indiréctly, destroyed by the use of intoxi- cating liguors. 1 do not mean to insinuate that everyone indulges, but the fact is plain that everyone suffers more or less, Well, Sir, at this meeting a spirit of determina tion was shown which if properly carried out, will without a shadow of a doubt, be effectual in exterminating this curse from our midst. The plan of operation to be carried on is quite new, and in my next report I will explain it
After the meeting was addressed by several prominent gentlemen present, the following resolutions were read and unani- mously adopted ;
Whereas, It is the opinion of this meeting that the sale of intoxicating liquors in Souris, in direct opposition to the laws now in force, has reached an extent highly injurious to the morals and welfare of the community;
Resolved, therefore, That we will do our utmost to suppress the sale of liquor in Souris and surrounding places, and do all in our power to efforce the law to its uttermost extent,
Resolved, further, That a committee be ap- pointed by this meeting to carry out the resolutions adopted to their fullest extent.
Now, Mr. Editor, it appears strange to me that the Scott Act is in operation in other parts of the Island and not here. In fact 1 have heard from reliable authority, that parties driven from other parts of the Island by this Act, have come to Souris and ere making foatunes. Is the law not in force here as well as other places? And why is it not enforced? Itis evident that there is something astray, and these liquor sellers must be protected by a power un- known to the community at large. However, the proper steps are now being taken, and let it be hoped that, ere long, those who are now living on the fat of the country will be forced to make for them- selves at least an honest living.

The Prince Edward Island representatives in Parliament are in the right of it to push the Island’s claim for the best winter com- munication with the mainland practicable. The establishment of such communications is not only right per se, but is also demanded in the interest of the Dominion. The sole difficulty in the case is to determine the best means available for the purpose. A tunnel is out of the question, because of the cost, and the use of ice boats, which, at times, seems unavoidable, can never be made perfectly comfortable or absolutely free from peril. As for the use of improved ‘‘Northern Lights,” they may often do well in favorable circumstances even in the depth of winter. But their movements must frequently be unreliable. and, not seldom, they wi!l not be able to move atall. The best practicable solution of the diffi- culty would seem to be a ecmbination
