After this report had been received by the meeting and adopted, it was decided to have 200 copies of it printed and distribut- ed about the town. It was also decided that a canvassing committee be appointed, and Messrs. J. B. Dawson, Lieut.-Col. Irving, A. S. Urquhart, J. McCarey and De. H. D. Johnson were appointed the said committee. The by-laws committee also reported, presenting by-laws that would be a credit to a much larger organization, But as they would have to be adopted clause by clause, it was decided to postpone their adoption until next Mon- day night. It was also decided to have several copies of them type-wrilten and left at ;Reddin’ Bros’. Drug Store, Apothecaries Hall and A. S. Johnson's Drug§Store, where they could be seen and inspected by any member of the Associa-

This is accepted as good news in England, where the working people object strongly to that kind of immigration and competition. The reasons that prevail in England are equally potent in the United States and Canada.

The Press of New York declares that the pretense that the Czar is persecrting the Jews because they outwit their fellow Russians in trade is hardly to be credited. More probably, unfortunately, is the state- ment that the Czar is a good deal of a re- ligious Sigot, and that the motive for his action 18 religious prejudice. Some months ago it was seriously reported in an English newspaper that the Czir endorsed on a memorial which asked mercy for the Jews, “This is a'l very well, and the arguments excellent, but it cannot be forgotten that the Jews crucified cur Lord and Saviour,” Now, this anecdote seems absurd. Yet it was gravely reported, and has never been denied. It is not out of line with the course pursued by the Czar, not toward the Jews alone, but also toward some Christian sects. There is every reason to believe the Czar a religious bigot, of a type com- tion enough among the kings of two cen- turies ago, but quite out of date to-day.

Captain Brown is again in command, with Mr. Briggs as first officer, Mr. Nickerson aa purser, Messrs. Welsh and Manley as Stewards, and Mrs. McQuaid as Stewardess. Mr. Brooks, formerly Chief Engineer on the Worcester, fills the position of Chief on the Carroll this tripin the place of Mr. Thorntn,who goes as Chief Engineer on the new steamer State ‘of Indiana. The Carroll has been newly painted up and otherwise made ready for a big season's work.
