ean, and during the summer menths all hands are awayat the faciories. Fortu pately for our Island Prevince, this new iadustry “‘ opened up,’ when shipbuilding was ‘' dying out,” and is now by far the most important branch of eur deep sea fisheries.
The Marine and Fisheries Department have stringent reguiations in regard to the capture ef lobaters, which, if carried out, would probibly centra ize the trade into the hands of a few ‘2onopolists, or kill it out altoyether.
First, There is the close season. Lobster eanners are not allowed to capture er can fish during certain months of the year. This | entirely approve ef, subject te such changes of the close season as experience may show to be necessary in our waters. Here, | think the interference of the De-
rtment with those engaged in the busi- gess should cease.
Second, Lobster fishers are not allowed to capture or use lobsters under nine inches in length. Ittakes about half a dozen of suck to fill a can of lobsters, and as those engaged in the business pay the fishermen so much for the hundred lobsters, there is a positive loss in using lobsters under nine inches in length. This regulation—like a chip in perridge--does neither good nor harm,except in so far as it gives an inform- er a chance of enforcing fines and penalties against a lebster canner; if afew under sized lobsters should be discovered on his tables or ainongst the lobster offal.
The third and really harassing regulation is that the female lobster, carrying the eva, if captured, shall be returned to the sea. Now a large proportien of the lebsters caught during the open season come under this class. This regulation, as far as my information extends, has hitherto been merely nominal, and has not been enforced in Nova Scotia, New Brunswick or this Isiand. In New Hrunswick and Nova Scetia lobster canning isan old industry, and on the Atiantie shores of these Pro- vinces lobsters are said to be smaller and searoer than heretefore.
With usitisa new industry and lob- sters never more plentiful than this year, though we have caught them by the million for the past threefyears !
The prices of canned lobsters are ruling lew in Europe; and if Mr. Duvar is allowed to harrasa and annoy lobster factories be- cause a few undersized lobsters, or those carrying the ova, are discovered by in- formers about an establishment, it will throw a good many new factories into bankruptcy. Those engaged in the busi- meas capnot understand why ‘‘ The Depart- ment” do not apply the same rules and regulations to other deep sea fish—codfish for instanee ; they are said to be scarcer than they used to be. Why not passa regulation inflicting énes and penalties on the capture of ‘‘small” codfish and the large ‘‘ mother” fish if not returned to the sea when caught?
The Inspector of Fisheries seems to have extraordinary pewers. He can summona lobster packer up before ‘‘ His Majesty” an inflict fines and penalties at his discre- tion, and shut up his factory. Now, the Inspector of Fisheries may be quite unfit to exercise *‘ Judicial functions,” and those engaged in the lobater business should not be at the mercy of such persens.
In making these remarks I desire to say that I have no diree: interest in any lobster factory on the Island. Iam winding up my business and have sold out my lobster factory at Murray Harbor to my former partner, Mr. McFadyen ; and, therefore, I am in a position te speak out on behalf of those engaged in this industry.
Mr. Duvar estimates that the destruction of 200 mother fish represents ‘‘ half a_ mil- lien of lobsters destroyed.” New this shows that the fecundity of the lobster is so great that a limited quantity of the mether fish is all that is required to replen- ish the sea, and if the close season is strict- ly enforced it ought to suffice for the pres- ent. Be this as it way, 1 am perauaded that a rigid enforcement of the Fishery Regulations will ‘‘shat up” four-fifths of the lobster factories on the Island. It will, no doubt, be necessary, in the course of a few years—-when the supply of lobsters is falling off—to enforce strict obedience of Fishery Regulations, and to employ Fishery Wardens to make daily inspections of the factories; bu! at present, when our waters are teeming with lebsters, it seems a pity to destroy the business in its intancy. {am not blaming Mr. Davar. 1 presume he is administering his department accerd- ing to the Act and the Fishery Regulations. i think it was unfortunate that afew ova lobsters were seized in carts on the market square; if they had not been brought in for sale they won!d have bean thrown into the manure heap. Siz,—Mr.‘ Schrieber, Chief Engineer of Government Railways has come and gone. In company with the Superintendent and others he made # thorongh inspection of the road from en 1 to end, and, I under- stand, was well pleased with the examina- tion throughout. J expected that during his visit the condition of many of the poor- ly paid officials would have been improved, but with very few exceptions indeed noth- ing has been done. The starving out pol- icy will perhaps be allowed to continue. I am free to say openly and above board that the man or the Government who need- lessly pursue suck a penny wise and pound foolish policy is pursuing a suicidal policy. Very often political or other influ- ence will help an official whe has already a! fair salary, while the man whe uses no| outside influence, no matter how faithfully he performs his duties is subject to the! most crvel and heartless oppression. It is not the official alone, but their numerous friends who are alike disgusted at the pres- ext management. It is high time there was an end te this cruel and suicidal policy.
