The following resolution was unanimously :
Whereas, During the last session of the House of Assembly of this Province, a bil] respecting the Legislature was passed by the said House, by a majority of one, anc subsequently by the Legislative Council, and from which the assent of His Hono: Lieutenant-Governor has been with
held;
And whereas, Said bill revived the mort- gage vote which was annulled by previou: legislation, thus granting to money-lenders undue influence at elections, which wil! have the effect of nullifying the free and independent expression of the people at the polls;
And whereas, The provisions of said bill will practically disfranchise the young men of this province by granting two votes tu property-holders and only one to non
property holders for the election of mem- bers tu serve in the Logisiative Assembly constituted by said bill;
And whereas, the management of the Provincial Electisns by the provisions o} said Bill are taken out of the hands of the Sheriffs of the respective Counties, » ho are nominated by the Judges of the Supreme Court, and vested in persons nominated directly by the Government, is sufficient indication of an attempt to conduct our elections by the most unworthy means.
And whereas, the depriving of Dominion vfficials of their franchise, and thus prevent- leg them from having a voice in any laws inlating to taxation, education or any 1ezislation in which they are directly inter- ested, is tyrannical and unjust,
Whereas, The re-arrangement of the boundaries of four districts in King’s County, whieh has been made with a view of changing grit minorities into grit majorities is so glaringly outrageous as to cause the Government to be ashamed of having the provisions of said (Bill discussed or voted on with open doors;
Therefore Resolved, That in the opinion cf this meeting, the Government, in passing said Bill unsolicited, unasked or without any mandate from the people, has acted in a mcst arbitary, unjust and tyrannical manner, and unworthy of the confidence or respect of the electors of this Province,

Ottawa Notes.
During “last week the earlier part was taken up with the Budget debate, and after that Mr. Weldon'’s motion respecting the coal combine of Nova Scotia. This subject has occupied a great deal of attention, but the Minister of Justice will not interfere. It has been hinted that his steadfastness in maintaining Provincial rights is preparing the way for non-interference in the Mani- toba School Question, which comes up on Monday, 6th March, whén Mr. Tarte is ex- pected to speak on the subject.
Among the matters that will engage the House in the near future is the resolution of D'Al:on McCarthy, notice of which has been given. Mr. McCarthy has not added to his popularity this session, Both parties are dissatisfied with him. He voted with the Government in favorof protection, thus irritating the Liberals; and his amendments in favor of binder twine, coal foil and agri- cultural implements does not make him popular with the Government side, As I heard a person saying to-day, hs 1s playing the Liberal cards and they do not thank him for it.
The bill respecting witnesses in criminal cases occupied the afternoon seasicn on Friday, and the debate elicited the fact that it was intended to make defendants to criminal suits, competent and compellable witnesses. Mr. Davies, of P. E. I1., spoke strongly in favor of the bill, and made out a good case for the proposed change. Re- apecting witnesses, it is to be hoped that the local Legislature will not omit to amend the fees now suthorized,as it is a monstrous piece of iujustice to take persons away from their business for days and only give them 27 cents per diem, besides their mileage.
Senator Howlan ia busy collecting facts about the tunnel borings made last sum- mer. He has lately received from Mr. F Bain a plan of the bottom of the Straits so

While the budget debate was under way on Tueeday night, or rather Wednesday morning, a number of the members gather ed in the place koown as ** down stairs.’ They sppointed Dr. Landerkin chairman, and then the fun began. A committee of 'wo was appointed to bring in recruits, and hey worked so enarqetionlly that soon some fifty or sixty were present, including a good representation of the press gallery—who, by the way, gencrally manage to get around when anything in the way of diversion is going on. Songs were sung and speechee made, interspersed by touching the bell, which at a time like that is a costly opera- tion. The fun reached its height when the Minister of Finance was taken in by force, as he dues not patronize gatherings of that kind. He did not stay long, but made an excuse to skip out. About 235 a.m. th gong sounded for-the division, and th members troop: d up to the House to record their votes. Ali interesting debate on the bill re apecting masters and mates took place on | Thursdvy afternoon. Mr. Baird, of Queen's, N. B., took strong giounds in tavor of curtailing pilotage rights, by ex empting coasting vessels of under 250 tons from being forced to take a pilot. Messrs Davies, Welsh and Kenny epeke on the matter. Mr. Kerny made a strong point in opposition to Mr. Davies by showing that the depression in shipping was genera! all over the world; and could in no way be charged to the operation of the National Policy. With respect to the adoption of a load line, the impression appears to be that no such measure should be enforced.
Mr. Hazen spoke in favor of protecting the pilots, whu he said had to pass an ex- amination and provide efficient boats. Without a staff of efficient pilots no port couid maintain a first-class reputation, The coasting trade should not be handicapped with regulations respecting masters and mates, as the American laws did not require classed officers in their trade with the West Indies. D-fliculties were often met in obtaining men who were quali. fied. He thought the domiciliation part of the Act shuuld be amended.
Considerable amusement was created on Wednesday night by the action of Mr. Temple, of York, .who voted in favor of abolishing the duty on corn. It was sad to see Messrs. Davies, Perry and Yeo voting to take off the duty on corn, as it will have & most disastrous effect on their constitu. ents on P. E Island. One gentleman from Cape Breton says that the abolition of the duty on corn will decrease very materially the sale of oats in that Island. Two sup porters of the opposition voted in favor of retaining the duty; #0 it was no party question, but a matter of expediency. Why it was that the liberals from P. E. Island did not try to conserve the interests of their constituents by voting against the abolition of the duty, will be a pertinent question in the future.
