TENDERS FOR LUNATIG ASYLUM-

HE Trustees of the Lunatic Asylum are desirous of

contracting for the supply of the Institution, for six

months, from the 1st of February, 1868, with the follow- ing articles, viz:

FRESH BEEF, per lb. FLOUR, Island, per lb.

Do. American, per barrel. OATMEAL, per lb.

The Beef to consist of fore and bind quarters, which, with the other articles, are to be delivered at the Asylum, to order, when required.

Tenders for each separately or together, will be received at the Asylum, or at the ofﬁce of ’l‘heophilus DcsBrisav, Esq., until Friday, the 31st day of January, inst., at 12 o’clock, noon.

A BILL to be intituled “ An Act in further addition to and amendment of the Act to incorporate the Town of Charlottetown.”

WHEREAS the late disastrous ﬁre in the City of

. Charlottetown has clearly manifested the im-

perative necessity of providing for the preServation of the lives and properties of the Citizens, a copious supply of water in all parts of the city, as well as a. duly organized ﬁre brigade. And whereas also, the Streets, Squares and Side-walks of the City require, in order to put them in a proper and eﬁcient state of repairs, that a considerable outlay ofmoney should be appropriated for that purpose. And whereas there are various other improvements which the increasing population and commerce of the city demand should be attended to, for the health, comfort, and con- venience of the citizens. And whereas for the accomplishment of these necessary and desirable objects, the present revenue of the city is altogether inadequate: For remedy whereof, BE IT ENACTED by the Lieutenant Governor, Council and Assembly, as follows: The city Council of the city of Char- lottetown may, by a bye-law duly enacted and assented to, levy an assessment upon the Proprietors and owners of real and personal estate in the said city, which assessment shall not exceed in the case of real estate, pence in the pound upon the rental of such real estate according to the valuation of the same in the books of the assessors, which said assessment shall be in addition to, and over and above the sum of one shilling in the pound upon the rental as now levied upon and paid by the occupants of real estate in the said city. And in the case of personal estate, the said assessment shall be at the rate of w“ upon every hun- dred pounds value of such personal estate, according to a valuation to be made by the said assessors, which said assessments shall be duly paid by the respective proprietors, and owners of real and personal estate, after due notice thereof, subject however to he appeal- ed from, in the way and manner prescribed in the Act ofIncorporation and the bye-laws of the said city.

Personal property for the purpose of assessment, shall consist of Household Furniture, Goods, Wares and Merchandize.

The household furniture of Ofﬁcers in the Army doing duty in garrison ; that of the Consuls of foreign nations, and that of those persons where the value in the assessment books shall be less than pounds, shall be exempted from assessment.

Persons appealing from the assessment on personal estate may tender, on the hearing of the appeal, an afﬁdavit in writing, to the following effect :

Such valuation by the owner, under oath, shall be conclusive as to the valuation of the property to be assessed. Provided always, that should it appear to the City Council, that the said valuation has been fraudulently underrated, the party making and ten-
