' Whipping as Punishment.

Hartrorp, Conn., Noy, 12.—Judge Simeon E. Baldwin, of the Supreme

Court, addressed the Businessmen’s |

Assoc ation last evening on whip- ping as a punishment forcrime. He favored whippir g,but not the public whipping post, tor wife beating and rufiians who knock people down and rob them, bullies who assault passers | by on the streets, men who assault with intent to kill or to ravish, and those who assault young girls or boys. He thought it would be a de terrent to crime and would deplete the jails and prisons, besides having a reforming and salutary effect upon those convicted of first offences.
