Cascumpec Harsor.—The Dominion Gov eriment has appropriated for the unprovement of this harbor this year, $5.000. The object being to make it a harbor of refuge for vessels of twenty feet draught. This harbor is the headquarters of the American fishing fleet of the Gulf, and also the principal fishing station on the western shore of our Island. An interview with Lord Dufferin, the Brit- 1 Ambassador, on the 23rd, explains the origin of the Egyptian revolt, with the object of showing that the Sultan had not contributed thereto. He alse declared that the Sultan re- garded Arabi Pacha as a rebel. He paid Lord Dufferin, the British Ambassador, a second visit on the 24th. Lord Dufferin an nounced that he had received instructions from his government to sign the draft of the military convention as agreed upon between himself and Said Pacha on the 18th inst., and which had been left as a subject for further consideration. Mr. Sanderson, Secretary to the British Legation, had previously conveyed the same intelligence to the Sultan at the palace, Theioterviews between the Sheik- ul-{slam and Lord Dufferin, it is understood, have helped to clear the situation. Lord ivufferin gave the Shiek reassuring explana- tiens in regard to the intentions of Envland. Lord Dufferin had an interview with Said Pacha.on the night of the 24th,, when it was to be hoped, the military convention would be detinitely concluded.

The discontent in the ranks of the Royal Irish Constabulary is growing daily. The responsibility of the officers and the dangers they experience have been much increased, while their pay has not materially ad- vanced. A large numberof the officers here have resigned, and it is expected more will follow. The chief officer at head- qnarters are much exercised over the resig- nations at the present time. Trouble 1s threatened.
