Whim Road Meeting.

THE RESOLUTIONS CARRIED.

A publie meeting was held last week at Whim Road Cross. The following resolu- tions are reported carried :

Moved by Angus Finlayson, Esq., Brown's Creek, seconded by Alex. Camp- bell, Esq., Brown’s Creek.

Resolved, That the Government be request- ed to afford the people on this Lot (59) who are in arrears an extension of 6 years to en- able them to pay those arrears and that they be further requested to take off all interest on the purchase money.

Moved by Mr. John Martin, seconded by Mr. Henry Compton and Mr. John MacDonald :

Whereas, The Government of the present day haz seen fit to oppress the tenants of this and edjoining townships by issuing precepts against them for the purpose of wresting lands from all those who are in arrears and unable to meet their demands to the Govern-

mont: And Whereas, The tenants of said lands do

consider it to be an action most oppressive to the people and a policy most ruinous to any Government that may adopt it :

Therefore Resolved, That it is the opinion of this meeting that the Government should re- acind ali erdera that have been given for the purpose of selling land now in possession of the tenants, and also that all the compound interest be wiped off and to extend the time 6 or 7 years.

And, also Resolved, That it is the opinion of this meeting that the $300,000 that was givea to this Island for buying out the remain- ing}proprietors is net used for the express pur- pose for which it waa given.

Moved by Donald Nicholson, Esq., sec- ended by Mr. John McPherson:

Whervas, the Government has favored other parts of the Island, resolved therefore that this mecting is of opinion that their disadvan- tages should be considered and the time ex- tended, and their share of the $300,000 given them to enable them to pay their in- atalmen'‘s.

Moved by Mr. Peter Gordon, seconded by Mr. Norman McPhee, and a number of others :

Resold that this meeting do censure the present Government, knowing the circum- stances of their tenaatry this season, ivf using stringent measures to collect back iu- stalments, and putting ou unnecessary expen- ses, which will give capitalists a chance to be-. come lnad propricters at the expense of the poor occupier.

In sl:ort, these resolutions state, (J) that the Government is oppressing the pour, (2) demand remission of interest on the debts due the public, and (5) the division of the $8U0,000 granted by the Lominion Government for the purpose of enabling the peuple of this Island to purchase the estates remaining in the possession cf

veprictors at the time of the Union.

The two demands, if persisted in, must be carefully considered by the Legislature. They involve the loss to the body corpor- ate of Prince Edward Island of about $25,000 year. Will the freeholding tax: payers,—the honest, thrifty men who have paid up their instalments—the men who perchance, mortgaged their farms in order to meet their engagements with the pub- lic—will they agree to this! They involve the repayment to every man who has squared his account at tie Land Office of his fair proportien of the $800.000. Can this be done by any Government of this Island / They involve very knotty questions alto- gother bey ni the ken of the Government— questi ns which ms be of necess ¢ ,i: they are to be settled, formally submitteu to the country and the Legislature. We shall see whether any politician will have the im- moral courage to goto the country with these demands upon the taxpayers, or to aubmit them tothe representatives of the

tted. But in conversation, recently, with the gentleman in King’s County, who of all others, is best acquainted with the

ition of the persons against whom pre- cepts have been directed, the writer was assured that,“‘with two or three exceptions no man in King’s County, who really . serves to be leniently treated, was at all effected by the proceedings taken by the Oommissioner of Crown Lands.”

It must not be forgotten that precepts have not been issued againat the lands of any man who has paid a single cent of his ndebiednes (either priectpal or interest) with- im the past ten years. —

Now, if, notwithstanding yearly applica- tirns and repeated warnings, the men against whom proceedings have been taken, have not, within ten years paid a single

cent, or even made representations of in- ability to pay, at the Land Office, what good reason have we to presume that they will pay in full if granted a further exten- sion of six years |

The average price which those who pur- chased their farms at the Land office agreed to pay is $1.58, or $158.00 per hundred

What are we to think of farmers why, in all those years, never paid a cent, and never came near the Land office to say that they had been unforta- nate and were unable to pay even the little mite of interest accruing on the maturity of the Are such men good citizens? Are they ithe men, who, because they have votes and ‘influence, are te be encouraged in dishon- | eaty and unthrift by a free gift involving a lloss of $25,000 a year to the honest and thrifty yeomanry who have scrupulously paid their debts to the public? These are the questions which, by the resolutions at Whim Road Cross, the Government of this Province are called upon to consider. The Government will, we have no doubt, carefully consider them. _-

Halifax and the Winter Port.

Ar a public meeting held in Halifax on the evening of the 2nd inst., Mayor Tobin presiding, the fullowing resolution was ad. opted :—

Whereas, The diverting of the Canadian

trade, east and west, to the railways of a foreign country is injurious, not only to the interests of the Intercolonial Railway, but also to those of the city of Halifax, the prov ince of Nova Scotia, and the Dominion ef Canada ; therefore be it Resolved, That in the opinion of this meet- ing, the subsidy for our ocean mail service should be paid only to such company as will make its terminal port at the Deminion, The feeling of the merchants of Halifax with respect to this question is evidently aroused. We hope it will not find full vent in mere words. Action is wanted. The Government has done much for Halifax ; and Dr. Tupper has recently expressed his willingness to still further encourage its sluggish enterprise. We shall see whether or not Halifax is yet prepared to profit by its many advantages.

Imports and Exports.

A VERY SATISFACTORY statement of the revenue of the Dominion during the cur- rent year (clipped from the St. John Sun) will be found in another column. = It proves that the import business of Canada has been sufficiently active, that the equili- brium between revenue and expenditure has been secured by the Finance Minister, beyond a doubt, and that there is a fair prospect of a still further reduction of the duties imposed upon teas, raw sugars, molasses, and other necessaries produced only by foreign countries.

The ofticial statement of exports is equally satisfactory. For the first four months of the present fiscal year the Im- porta and Exports of Canada (exclusive of British Columbia) were as tollows :--

“This,” the Halifax Herald remarks, ‘« shows a volume of trade for four months of upwards of $78,000,000, with a balance of trade in our favor of no less than $14,

The Herald goes on to say ;—‘* Compar- ing this with the corresponding months of 1878 when we had Mr. Mackenzie to rule us, and jug-handled free trade to biess us, we cannot help being struck with the dif

ference. For those fuur months of 1878 the figures were :—

Russia has agreed to the proposal.”

The English and Russian members of the International Commission which will settle the details of the Montenegrin frontier have arrived at Ragosa, and are in readiness to com- mence their sittings, ‘The Committee of the Albanian League has been dissolved. There are numbers of Albanian insurgents in & desti- tute condition, near Lake Scutani.

Berlin papers state that Prince Bismarck’s recent pour parlers with Count de Saint Vallier, the French Ambassador, had resulted in Germany and France agreeing to a joint proceedure on the Greek question. A des- patch from Paris says that the statement pub- lished that Greece had informed France she would invade Turkish territory if the inter- national fleet were dispersed is unfounded.
