Probable Admission of Russia's Black Sea Fleet Into the Mediterranean,
A special cable to the New York Her- ald from London says: “If information, which certainly seems authentic, is not at fault, the Russian fleet now in the Black Sea will within a fw months pass through the Darduielics into the Mediterranean without firing a bos: ile shot or the making by England of even adiplomat.c prote-t Kither the so-ealied Anglo-Russian reap- preachment.means this or nothing; with less than this Russia will not long rest satistied by whatever means she may have to obtain it. Thus itis said here it is clearly to England’s true interest to make a virtue of what sooner or later must be a necessity, and to greet Russia on her en- trance to the Mediterranean as a friend rather than as a foe.
This was the view taken of the situation by avery high official to-day, but who naturally consented to talk freely only on condition that his name would not be allowed to transpire. “Russia,” be said* “ig England’. natural ally for the simple reason that she can, if she wishes, be her most dangerous rival. Russia has repeated ly practically signified her intention of en- tering the Mediterranean, and it is absurd to think that, after giving way ax she did years ago,on the pointof allowing un armed fl-et in the Black Sea at all, Eng- land should forcibly resist this unreason able demand. It is to enable her to give way with grace that so much is being diplomatically made of the reapproach- ment.”
It is, however, true that there is more than mere foreign office diplomacy under- lying it. The new czar is essentially his mother’s son, resembling the Duke of York in temperament as well as physical- ly, and in the case of so autocratic a ruler this personal equation must have an im- portant bearing upon international events. The entrance of the Russian fleet into the Me literranean, supposing her to be Eng- land’s ally, will not affect the latter’s inter- est one whit, but should she come as the ally of any other country or conti-

Lonvox, November 23.— Lord Kimber ly, secretary of state for Indian affairs, has declined to receive the Armenian deputation who wished to protest against the conduct of the Turks in the Sassoun massacre. In his reply tothe Armenian association, he says that he may not comply with the request for consular reports on affairs in the Sassoun district. He expresse< appro- val of the Sultan’s decisivn to send a com- mission to Sassoun, adding that Sir Philip Currie is impressing upon the Porte the importance of making the inquiry prompt, thorough and impartial. The Armenian= are much displeased with Lord Kimber- ley’s reticence. They will hold a public meeting to protest aga'nst the cruelty shown by Turks to Armenians in Asia Minor
