for March declares that he has found by travelling in England and Europe that respect for America and Americans has sadly wamed within the last half dozen years. Not only is this true among the manufacturers of Bradford and the tin plate capitalists of Wales, who might be
expected to harbor a grudge against America and whose slighting remarks
could be easily accounted fur, but the same spirit is observable in almost all circles.
The reason for this change of attitude towards America js not far to seek. Qur financial difficulties and business failures and railway complications of the last few months have touched many Englishmen and Germans’ in their tender- est spot—their pocketbooks. Millions of dollars’ worth of the stocks of the Atchi- son road, the Union Pacific System and the Northern Pacific are owned in Great Britain and Germany. The juggling with
the accounts, the misrepresentations which have been sent forth concerning
the value of the properties, and the ap- palling bankruptcies of these great systems of communication have given to thou- sands of people who have lost their little all, the impression that American railways are managed by swindlers and sharpers for the benefit of an interested ring.
The Review of Reviews for March agi- iates fur improved national and municipal public buildings in the United States. The editor severely criticises the architec- tural results of the immense expenditures made for Uncle Sam’s housing during the past thirty years, and pertinently asks why the Government cannot secure the eame quality of architectural genius to plan its business structures to stand for decades which the Wor!d’s Fair manage- ment was able to employ on its temporary buildings ?
—The most characteristic thing about Cornell University is the spirit of freedom that prevails there, securing to her profes- sors the utmost intellectual freedom and to her students self-government. Established only twenty-six years ago by liberal-mind- ed men like Ezra Cornel] and Andrew D. White. Cornell broke away from the tra- ditions that by defining the religious atti- tule of their instructors and providing an
elaborate code of rules for their studenis |
fettered other universities. President Schurman believes that students attending a modern university should be treated as men rather than be subjected to strict espionage like boys. His faith has been amply justified, for in spite of some foolish student outbreaks, the Cornell students as a body display more manliness, honor and leyalty to the good name of their Alma Mater than is usually found. The pride which they have in their independence is displayed by a memorial which was drawn up by the four class presidents after the recent decision of the Faculty not to torbid intercollegiate football, and signed by the great majority of the 1,700 students. The memorial includes this sentence: “ We are sensible of the trust reposed in us by this refusal to introduce, by interference with the regular governing bodies, an element of paternalism into the government of the students and of their athletic interests.” The reference is to the Stadent Self-Gov- ernment Council, which is a recent out- growth of the Cornell spirit of freedom.

P E. 1, PRESBYTERY.
The Presbytery of Prince Edward Island met in the Clyde River Presbyterian Church on Wednesday, March 20th, at 3 o'clock p. m., and was constituted with devotional exercises by Kev. J. R. McKay, moderator pro tempore, with whom were
resent Rev. T. F. Fullerton and Mr. H. McMillan, elder.
Rev. W. T. D. Moss was associated. That portion of the minute relating to the call ing of the meeting was read, and the Presbytery proceeded in accordance there- with to the ordination and induction of Rev. J.G.Mclvor into the pastoral charge of West and Ciyde Rivers. Certification wavs received that the edict had been duly served. After divine service, conducted by Rev. Mr, McKay, who preached from the words, “Enoch walked with God,” Rev. Mr. Fullerton took the chair. He then narrated the steps, put the usual questions to which satisfactory anrwers were given, and by prayer and the Jaying on of hands on the part of the brethren, ordained and in- ducted Mr, McIvor to the pastoral charge of the congregation of West and Clyde Rivers. Rev. Mr. Fullerton addressed the minister, and Rev. Mr. Moss the peeple.
At the close the newly inducted mini- ster’s name was added to the roll of Pres- bytery, and was introduced to the session.
The Presbytery then adjourned to meet in Zion Church, Charlottetown, on Tues- day, April 16th, at lla. m.

The Resolutions Moved in the Matter by a Manitoba Protestant.
THE
In the Manitoba legislature on the 27th of February Mr. James Fisher, member for Russell and a Presbyterian,moved the

“1, While this House is determined at al] times to maintain to the fullest extent that the constitution warrants its exclusive power to make laws with respect to educa- tion, yet it recogni zes that the highest ju- dicial tribunal in the realm has recently decided that “‘such exclusive power is not absolute but limited,” and that the limita-
tion was embodied in the constitution as a “parliamentary compact” between the Do- minion and the people resident in the pro- vince at the union for the protection, amongst other things, of the rights and privileges of the Roman Catholic minority in relation to education, including rights and privileges that were acquired by them since the union.
2. It has been adjudged by the same tri- bunal that the “the rights and privilege? of the Roman Catholic minority in relation to education which existed prior to 1890 have been affected” by the Public Schools Act ot that year.
3. The same tribuna] bas further decid- ed that in the event which is now fore-

upon to remove the grievance in the judg- ment referred to, and in the further event of the Legislature declining so to do, a case will have arisen where “the Parliament ot Canada is authorized to legislate on the samé subject.”
4. That this House is always prepared to abide by the constitution, which is the safeguard of our provincial rights, and will not be a party to violation, nor will it seek to impair the ‘efficiency of its

provisions for protecting the rights and privileges of Her Majesty’s subjects. At
the same time, the House would deplore the occurrence of anything calling for the exercise by the Parliament of Canada of its authority to legislate onthe subject of education, the ultimate effect of which it is impossible to fore-ee.
5. Having regard to the suggestiuns of the tribunal referred to that “all legitimate ground of complaint would be removed if the present system were supplemented by the provisions which would remove the grievance upon which the appeal is founded, and were modified so far as might be necessary to give effect to these provisions, without a repeal of the present law, this House is ready to consider the grievances referred to, with a view t providing reasonable relief, while main- taining, as far as possible consistent with that object, the principles of the present Act in their general application,”
These resolutions are va)uable as show- ing bow the matter is viewed by many prominent men in the Province of Mani- toba.
