The Right Hon. Henry Howard Molyneux Herbert, the third Earl of Carnarvon, died on Saturday last in London, after a long and severe illness. Lord Carnarvon was born in 1831. His name came prominently before the people of Canada as the author of the “Carnarvon terms” between Canada and British Columbia, when the Pacifie provinze threatened to secede from the union.

General Middleton terminated his career as commandant of the Canadian militia last Mon- day. He says he will devote himself hereafter to writing on militia topics. His imperial pension will be seven hundred pounds. Last session several members spoke in favor of appointing a Canadian to this position, but the government holds that so long as the Dominion is part of the empire and Canada has to rely on England for defence purposes, it is better to have the judgment and ex- perience of an imperial officer.
