Dr. Daly was born in Iona in 1886. the son of James Daly and Mary Ann Hughes.
He attended school at Iona and Eldon. and entered St. Dunstan's University in 1900. He graduated with a bachelor of arts egree “cum laude" from the University of Laval. Quebec City. He was chosen Rhodes Scholar for P.E.I. in 909
