The Times, diecussing Great Britain’s reply to ihe ultimatum, says :—

It will be the only kind of answer compatible with the dignity or even the selt.respect of a great nation It will acknowledge with the cold civility we owe ourselves the receipt of Secretary Reitz's despatch, briefly exprese the regret of Her Majesty’s Government &t the con- terts of the document, and inform the authors that the Government of this country has no further cummunication to make to them,
