Tenders were also called for the <upply of skilled labor and that of Mr St. Louis being the lowest was accepted. The reason for calling for tenders for skilled labor was owing tothe fact that in this way there would be less chance for any atrike taking place and the work hindered. Consequently, on the advice of the officer in charge of the Lachine Canal and of Mr. [rudeau the resident engineer, it was de- cided to take the plan of obtaining labor by tender. Jt appears by the evidence that the price paidto men who were working up to their middle in water in the depth of winter, was $1.50 per day. This was sonsidered a fair price considering the

work. Skilled mechanics like masons and brick layers were paid high wages and carters were allowed $5 per day fr 46 double team with double pay for night time and Sundays. There only being a limited time to perform the work, it had te be

carried on day and night until it was finished. It can be seen from the fore— going that this work was carried on under peculiar circumstances, and that it was bound to cost more than it would if per- formed in the ordinary way.

The Opposition charge that the Govern- ment allowed Mr. St. Louis to put in false bills for men and materials that had no right to be included in his account; that pay lists were stuffed with the names of men who never did any work, and that quantities of material were charged that never were used. From the evidence given before the commission appointed by the Government to enquire into the facts, it appears that this charge is true, and that about £143,000 was fraudulently ob- tained fron: the Department. Mr. Hag gart, in his statement in the House on Tuesday last, showed how this had been accomplished, but claimed that he was not accountable for the wrong-domg of his officials, aver whom it was impossible to have personal super- vision, and who were nien of good reputa- tion who had been for years in the employ of the Government without any charges of misconduct against them. It will take more space than can be spared to go into all the details of this transaction; but judging from the evidence given before the “ommission and from that before the Committee oun Public Accounts, an im- partial ebserver cannot help coming to the conclusion that the officials at Montrea! were a most nefarious gang, who com- bined with St. Louis to cheat the Govern- ment.

The Opposition claim that when the Department of Railways and Canals found that the work was costing more than the | estimate, that should have refused to pay the bills; jut it came out during the debate that bhendreds of working meu employed, had not been paid, and that they were suffering want on account thereof. Mr. Girouard, of Two Mountains, testified to the fact that many of his con- stituents had been in that condition and that he had used his influence with the minister in order that these men should get their money. The Government, through the Department of Justice, instituted crim- inal proceedings against St. Louis before Judge Desnovers at Montreal last fall; but the magistrate did not convict him, al- though Sir Charles H. Tupper character ized the judgment as a grave misearriage of justice,

Mr. Laurier in his speech on Tuesday night attacked the Government for empley- ing a junior counsel to conduct the ca-e; but when Sir Charles came to sp:ak on Wednesday he actually scorched the Lead- er ofthe Opposition and brought him to his feet three several times to explain away what he had said the night before.

Sm,—If the Guardian intends its re marks on my correspondence to be a reply, then surely “a reply” has lost its original meaning. To tell me I should read “The Perplexed Philosopher” is a rather novel way of escaping a difficulty. By the way, this is a little trick to which Mr. George himself not unfrequently resorts. As the Guardian has twice referred to this work, I may take the liberty of saying that neither “The Perplexed Philosopher,” nor the “Social Problems,” nor “Progress and Poverty,” nor “Property in Land,” nor

George, contains anything — effectively meeting the position maintained in my valedictory. And in view of the Guar- dian’s insisting, I may be pardoned if I say Iam no stranger to the work to which it refers,

But why does the Guardian not come to the real point, instead of trying to drag the discussion to a little side issue? As al- ready stated, the point taken in the vale— dictory waa, and is, that “if we admit as true Mr. George’s principle that man has a right of ownership only in the products of his labor, and if for this reason no indi- vidual man orclass of men can appropriate land, to the exclusion of other men, then neither can any man or class of men ap- propriate the raw material of any other reputed property, since such material is not the product of man’s public or private industry.” On this peint, which contains the real issue of the question, the Guardian has nothing tosay, and unti] it is met fairly and squarely it must be considered as unanswered.

Instead of meeting the real ques— tion, your contemporary cries — out “fallacies,” and to carry this point he re-

produces one of my quotations from Mr. George, but carefully (1 suppose) suppres- ses the other. Does not Mr. George ex- pressly say that in the laws of nature “there is written no recognition of auy right save that of labor?” and does he not thereby deny all other rights, be they joint or individual, public or private, except those of Jabor? And again, when he says “the right of private ownership is the only full and complete right of pro- perty,” does he not thereby deny the right of ownership under every other. form (ex- cepting of course, private) in the sense of full and complete right of property? If, then, the Guardian means to stand by Mr. George in this particular, its distinction between public and private ownership is of little avail and valid remains the de- duction that if Mr. George’s claim be true that only labor can beget a right, or in Mr. George’s own words, if io the laws of nature “there is written no recognition of any right (public or private) save that of labor, there must follow the Single Tax absurdity that for private ownership, pri- vate labor alonc, and nothing else, will suflice; for public ownership there must be public Jabor—neither of which, how- ever, produced the earth.

But the Guardian asks: “ What if the Maker of the earth gave it to the people ?” What, but that, firstly, Mr. George and his Single Tax followers are wrong when they say thatin the laws of nature “there is written no recognition of any right, save that of labor,” since in this case the peo— ple would have a right by gift, and not by labor. Secondly, that if he gave it to the people with the intention of keeping it divided and eub-divided as the pelpulation varied, He would have commanded what Mr. George himself admits is morally im- possible. Thirdly, that if He gave the people only the wse of the land as raw ma’erial, then he gave them only the use of all other raw materials, and con- sequently, in thie case there would be as much reason for taxing all such materials to the full extent of their natural value, as there would be for taxing land; and then what becomes of the Single Tax? Fourthly, that if he gave them full and complete ownership of the land, then by virtue of such ownership, if they choose, they have the power of transferring it, or a portion of it, at least, by sale, to individual persons, who thereby lawfully obtain private owver- ship im land, and thus the whole Single Tax castle falls to the ground.

The Prince County Trachers’ As— sociation met in convention at Kensington yesterday. The President, Inspector Campbell, presided. In the forenoon there was a business session at which consider- able routine work was attended to.

At the afternoon session several inter- esting paper were read. An especially good paper was read by Miss Cullen, who tcok for her subject “Should the science of civil government be taught in the schools.” The paper was followed by a discussion.

Buth sessions were well attended, and the proceedings were of a decidedly inter- esting and instructive character. There will be two more sessions to-day.

In the evening there was a public enter— tainment which was well attended. Au in- teresting programme of vocal and instru- mental music was carried out in a very creditable manner. “The Old Oaken Bucket” was especially well renderel. Mise McKinnon, of Grand River, and Miss Lizzie Macdonald, of Kensington, presided atthe organ. At the conclusion of the programme complimentary remarks were made by several of those present.

In referring to the fact that two Ameri- can b auties—Mrs. George N. Curzon and Mrs. H. S. Naylor- l.eland—are about to actively participate in the campaign in the riding of Southport, in. England, on be- half of their respective husbands, the Washington Star “Gradually the English political system is being elevated to the level of American politics. It is by no means strange that this effect is being produced by the influence of woman, but fair, gentle advocates of the old school, backed by large bank accounts and the prestige of having made creditable matches among the English gentry.” The idea of “elevating the English political system to the American level is good, and in connec- tion therewitlr it is of interest to note the description recently supplied by a Chicago paper of the conditions that prevailed dur- ing the Congressional election in Illinois. “In one precinct all but one of the judges and clerks are said to have been intoxicat- ed, a ballot box with fally sheet and vote was left outside a saloon while the judge went in to get a drink; a forced agreement was made when the figures did ‘not tally; and whiskey was kept in a pitcher, which was in frequent requisition by the judges.” It is possible that the English electors will object to having their “system “elevated.”
