“Despite the fact that’ the At- lantic Provinces Assistance Grant is only 50 per cent“of this Province's

requirements, heless _ the grant in its present form does go a long way in recognizing the fiscal need of the four Provinces.” This statement by Hon. B. Earle MacDon- ald, Provincial Treasurer, in present- ting his Budget in the Legislature last evening, is to be commended in view of the political controversy that was waged over the grant last session. It is to be hoped that other members of the Government*will be equally fair in dealing with the mat- ter on this occasion. 2%

Due to this assistance from the Diefenbaker Government, and—as Mr. MacDonald was naturally at pains to point out—to careful, Pro- vincial financing—there has been a marked improvement in our econ- omy. For the current year, the Min- ister forecasts a surplus on ordin- ary account of $3,016,605, and for the coming vear, a similar surplus of $3,120,507.

The net debt, however, continues to mount. For this year it will show an increase—not. of $155,734 as budgeted for last sesston—but of $1,959,025. This is due chiefly $e highway expenditures. Next r another debt increase of $557.093 is forecast, bringing the total estimat- ed net debt to $25,885,767.

_ As»previously indicated, the hos- pital insurance premium will be $2.00 per month for single persons ‘and $4.00 per month per family. It is estimated that these premiums will amount to $675,000 for the per- iod the plan will be in effect during ‘the next fiscal year. The. details under these headings are clearly’ set out,

This is not a sound economic balance. It points con- vincingly to the need of new indus-

But there were no penalties for anyone who didn’t obey the law. With the result that many towns and vil- lages which had been accustomed to Central Standard Time stayed on. it when winter came. And the situation was even worse than before.

sadly. acknowledged its failure when in the 1959 Throne Speech it asked the legislators to refer the question of time back again to a standing com- mittee. Last week a petition, circulat- _ed by a Yorkton. radio station and carrying five thousand names, was tabled in the Legislature. It.asked the Government to permit any municipal- ity that had been on Central Stand- ard Time to stay on it.

There the matter rests while the standing committee has another go at it. But it looks as if for a while yet the time will be out of joint in Sask- atchewan. :

Old Age Pensions

The long-awaited Clark report on old age pensions will be disap- pointing to those who had hoped to see the United States system estab- lished here. The report merely in- dicates that a contributory govern- ment scheme, limited in scope, can be added to the universal old age pension and to the private schemes now in operation. If the schenie is voluntary it would, in a sense, be similar, to the government annunity plan now in force. If it is compul- sory, as with the social security scheme in the U.S, it would have to exclude the lower income brack- ets from any significant benefits.

The present $55 universal pen- sion would be retained as a mim- imum, as against the $33 minimum paid under the pension plan in the United States, a much richer coun- try. It is doubtful whether a Can- adian supplementary scheme..could afford high payments, and’ remain actuarily sound,. without requiring contributions from the recipient that would be almost prohibitive in many cases. Especially would that. be true in the case of those already paying int® a private pension fund.

The report notes that contribu- tions to the universal, old age en- sion fund are failing behind; it is here, perhaps, that the government ~ could best remedy the Situation. The contributions are 2 percent of income tax, 2 percent of corpora- tion tax, and 2 percent of sales tax. The total is not enough to meet the $55 pension. A higher contribution possibly at 3 percent, would fill ‘the gap, and in time perhaps allow for larger pensions. At the same time, a higher contribution would have an anti-inflationary effect, thus keeping the value of the pen- sion more stable.

THE HIGHWAY TOLL

Sir,—With the coming of Spring, more and more cars will again ' be zocming along our. highways —new ¢ars, wider and faster Pcars, near new and old traps with one eye closed and no tail light. We see trucks new and old tearing along the highways with tired drivers weary from lomz hours behind the wheel, and on grades and at church entrances Wwe see newer cars with speed- crazed drivers with a lust for speed, taking that chance that so many times has failed.

There was enough money lost in accidents through wrecks and lost time last year to pay all the ‘bills for those who were unable to pay. There was enough loss from highway accidents to feed all the hungry: people and plenty over for a golden chain around this Island. All this waste ef time and money was unnecessary and even if we had it all now it would not pay for the misery and sorrow these- accidents brought to so many homes. It would not even bring one ‘victim back to life again. j ;

The picture is a black one with red lines through it. It’s a night- mare that will loom up again with the Spring season; people crazed with a lust for speed, peo- ple numbed with liquor, people who know it all amd people who spend far too many hours away from their beds lacking rest.

A short time ago one firm in Charlottetown and Summerside rewarded their drivers for ac- cident-free driving. Why can’t we all have accident-free sheets in this new year? The drivers for this firm covered thousands of miles over every kind of high- way and roads; they were care- ful, knowing they might mect a fool any minute. They took no chances; they waited. Why can't we all learn the seme les- son from the same book? If: we don't, we know ‘the answer: misery, sadness, broken homes. We should see that funeral car passing before our eyes. ~

The R.C.M.P. have ‘done a marvelous job on the highways. You and I can-do the same by taking no chances, by taking Our time. It’s better to be late than not get there at all. With Spring here, let’s stop the toll before it starts and win'a safety reward.

We will also see to it that our “No Trespassing,”’ signs mean just that. I un- derstand there are many of them now due to some trigger-happy, inconsiderate hunters.

Most ef our city fine peop!e, who respect people's prezerty and hold in regard the rights of others. But there are a few ‘‘city slickers’’ who think no one has anv rights but themselv- es. These are the ones that caus- ed most people. to put up signs in the first place.

Another matter I'd like to mention. is the long discussion over sawdust in fishing streams. Why has so much valuable time in the House Deen spent on un- important issues. while other problems of ..vital interest to every individual in our Province, received brief discussion or none at all?

Many years ago, there used to be a saw-nill on the edge of Mar- chall’s pond and lots of sawdust used to enter the stream below: At that time, no one gave it a thought. I can well remember we used to fish in a large hole beneath the waterfall (it is now romoved) and we usod to catch beautiful salt water trout and lots of them, vear after year. I be- lieve these trout came up from the Bay. They were much larger amd better than the ones caught in the pond today. Apparently those trout thrived on account of the sawdust hich used to go into that stream below the water-

Why did these fine doctors leave the staff of our Menial Hospital? Have they left the Pro- vince too? Has. ncthing been done to replace those men? If the rumor is true that a student is being given a two year course in psychiatric training will he be qualified at the end of that time?

I believe the majority of our citizens are aware that psychiat- ric treatment is given’ today by all up-to-date doctors. Not only | for the mentally ill, but also for | mang types of illness that could have their origin in nervous dis- ee also to try and restore ;

unhappy home. Why has this not been discussed in the House?

I understand a new residence is to be built for P. W. C. stu- dents—a residence is long over- due. It is very badly needed. Has it mot been mentioned a long time ago? When is it going to be built? These are questions we would like. answered. Questions | that are vital to every individual | in our Province.

Let me add in closing, if so much time’is goimz to be spent in the House discussing unimpor- tant issues, and trying to pass stupid laws, detrimental to rural areas, then {| do think it is about time we had-an election. Let us hope thé ‘next Legislature, whatever it may be, will be made up of persons with more impor- tant things to think about and have a deep desire to work for the benefit of every individual in our Province, and give less time to unimportant issues and certain groups.

Mr. S. R. Finlayson, who ha: been manager of the Bank ol Montreal for the past two years, is being transferred to Toronto, where he will take charge of the Kinz and Dufferin Streets branch. To succeed him, the Bank of Montreal bas appointed Mr: Ar- thur I. B. Belcher of Lacombe, Alberta.

A meeting of the executive of the Automobile Association was held on Friday in the office of Judge A.E. Arsenault. K was, decided that despite the difficul- ties, the Association would be carried on, and that the new guide books and road maps would be sent out as early as possible.

TEN YEARS AGO (March 11, 1949)

Total ordinary and capital ex- penditures of $7,402,640 for the coming fiscal year, involving an estimated debt increase of $996,- 056, was budgeted for by Pre- mier J. Walter Jones last night- in the sitting of the Legislature. For ordinary expenditure he bud- geted for $5,724,140,, leaving an estimated surplus of approxima- tely $56.965.

An almost fatal accident oc cured at Freddie's Service Sta- tion, Montague, when Mr. Levi Power and Mr. Mac Clair were almost overcome with carbon monoxiie gas. A new heating system is being installed in the station necessitating the drilling of holes through the con- crete which requires a pressure drill operated from an engine. The engine had been taken inside the station, and it was from this engine that the fumes filled the building.
