-To-day we have to record the death of Mr. R M. Barratt, one of owr best-known and highly-esteemed citizens, who passed away atan early hour this mormng. For about half a century Mr. Barratt had been * prominent figure in temperance reform, capecially in connection with the order of the Sons of Temperance. He had been a very active member ef Zion Church. In sabbath school a» well as congregational work he had filled every available position with ability and unremitting zeal, and had very frequently been called upon to fill preaching appointments in both town and couatry. His work ss Secretary of the Y. M. C, A. is familiar to all our citicans. He had reached the good old age of four-score years.

The latest census of the United States governinent office holders show a total of 160,000, as against 100,000 ten years ago. This indicates that oflice holding is consid- erably more than keeping pace with the growth in population.

Habitual drunkards are cared for in a sisgular and withal effective manner in Norway and Sweden. The penalty is imprisonment, and during iacarceration they are fed on bread and wine, no water being allowed them. The bread is steeped iu wine for an hour before it is brought to the cell night and morning. It tastes good at first, but after eight or ten doy the prisoner is 20 Dauseated by it that he refuses it. The cure is considered quite as effective as any gold treatment can be.

The last mails from Chili bring the news of a terrible invasion of locusts from the Argentine Republic. According to reports just received, the locusts are marching southward without abandoning the line of the Cordillera, or approaching the centre wherethere are important crops. The damage already done to the crops at Purcon and Villarica can only be remedied by charity. All the tract from Innin to Pucon, 40 leagues, is covered with jocusts. No remedy is known. They have destroyed all kinds of crops and grass. There is no doubt that among the Indians there will be great misery. Ail the settlers and the caciquesa were soon to collect together in order to forma body of 4,000 or 56,000 men, with the object of attacking the in- sects aud destroying them with fire.

aad John McLaughlin were arraigned charged with being drunk and incapable. The evidence showed that Pearon was drunk on Qieen Street lite on Ssturday night, and was shouting tu attract tha police so that he might be arreated. Later on he took up a position near the City Building and refused to move dn whan or- dered to do so by the police. Aaa conse- quence he was taken iu charge and locked up. Jn court this morning he said he had no place to go and asked that he be given two months in jail. His Honor asked Pearon when he had been in jail before, and he replied ‘‘six years ago for an ordin- ary drunk.” The Marshal said that Pearon wasachum of McLaaghlin’s, and had no visible means of support. Pearen got ths two months he asked for with hard labor. McLaughlin was next ordered to stand up The evidence in hie cess was to the effect thet he had collel at the police station shortly after mid-dight on Saturday in an intoxicated cond} ion, and was kept there by the cfficcr in charge.
