OTTAWA tCP- -- Canada is quietly and politely urging Brit- ain to keep its NATO forces in Europe.

London has.warned that Britain may have to withdraw two of its four divisions stationed in West Germany as part of NATO's ground defence forces.

It is realized here, of course. that the United Kingdom is in hard financial straits. But at the same time It is felt that NATO has provetl effective In Europe and therefore should not be weak- ened.
