Father R. P. Coldtr, one of those Catholic missionaries who were the most influental and therefore the most hated “foreign devils’ in China, has published in the Revue de Paris an article mainly de:igt-ed to give a sketch ef the Dowager Empress as a woman and as a sovereign. Of the portrait delinated by the priest of an adversary of his religion may have some taint of unfriendliness, but when looked at among other portraits of the same personage a correct idea may be

‘It has been said.” writes Father Coldtr, “that the Empress was born from low parentage, and that it was by cunningness and iutrigue that she had raised herself from the ignominous con- dition ofa slave to the rank of Empress Well, the father of Tsu-Hsi was a ‘Tar- tar marshal, without wealth, but of good nobility. He gave his daughters such a perfect education that two of them were chosen as brides for Imper- ial princes. Ts u-Hsi’s sister married Prince Chouen, father of the present Emperior. The Dowager Empress 1s therefore the aunt of Kuang-Su, after having been the mother of his pre- decessor, who died in 1875.

“She was born in 1834, and is there- fore sixty-six years eld. She entered in 1850 the harem of the new Emper or, Hien-Font, not as Empress—the place already occupied by the Empress of the East—but as secondary wife, and she han beeen chosen especially by the mother Empress: ‘The legiti- mate wife had the misfortune not to give any male child to Hien-Fong dur- ing the five years which followed his elevation tothk crown. This blessing was reserved tothe ether wife, the daughter of the Tartar marshall. By this stroke of fortune she saved her master from the decheance, being ous- ted from power, for any Emperor who during five years does not have a male heiris compelled to designate himself, or let be designated, his eventual suc- cessor—that 1s, to abdicate a portiea of his rights.

“From the day she was the mother of the future Emperor, the young ‘lar- tar Princess received the title of *Mer-

“Still, it can be affirmed that her heart has not remained inactive. The great empresses, like Catherine II ,have known the weaknesses of an asdent temper. But in many women politics is always associated with the move- ments of passion and direct them most often. It is thus that the first favour- ite of Tsu.Hsi was Prince Lung, her husband’s brother, an intelligent man and a reformist’ whom she always sup- ported, unrill his recent death, against the reactionary parties. It is quite probable that she had somewhat similar relations with most of the statesment whom she made State Ministers, like Li-Hung- Chang.

“This ardent women never hesitated to use all means, even voilence, in or- der to excute her will. The first of her couys e’etat followed immediately the death of her husband, the Em per- or Hien-Fong. He had instituted a Council of Regency, excluding the two Empresses from the direciion of pub- lic affairs. On the very return from the funeral of Hien-Fong, Tsou-Hsi’ had all the regents beheadeh, with the exception of Prince Tehoung, who, be- longing to the Imperial family; was per- mitted to drink a cup of ‘golden leaves, which are the hemlock of China. In 1873 Emperor Ton-Tche, son of Tsou Hsi abecame of age. He was a bad, specimen of humanity.
