The most. significant Liberal statement in the present election campaign was made at Montague on Monday niuhi by Mr. Thane A. Campbell, Liberal leader, when he admitted that “a balanced budget does not necessarily mean no in- crease in debt.” _

The whole Liberal appeal is based on the promise of making revenue and expenditure meet. Mr. Lea. in announcing the first Liberal platform, promised a balanced i budget ON ORDINARY ACCOUNT. The three last words l were deleted from the subsequent edition of the platform.

During that time, the people of this Province were paying more taxes into the Dominion Treasury than they have paid under the Bennett administration.

The Public Health Department was established by the late Lea Government six weeks be- fore this Government came into power. They know that all those “high salaried officials," Dr. Keep- ing and the public health nurses, were all employed by the 1M9 Government. They know that the Liberal Government entered into an agreement with‘ the Insurance Underwriters Association of Can- ada which handed over $15,000 a year for five years. They know the Province was obliged to contribute financially and that the agree- ment provided ior an automatic increase in salaries for five years. When they criticise the mounting salaries in the Public Health De- partment they are criticising the bargain which they made them- selves. (Applause). Can anything be more foolish than that, to crit- lcise the bargain which their own Government made?

Conncll, 40-year- oldgspeciallst and research worker. whose discovery was announced from his Queen's laboratory, has named these products “ensols." one of which “arrests the develop- ment of carcinoma cancer and may control it."

Dr. Connell did not announce a positive “cancer cure." but said his conclusive laboratory findings and remarkable clinical effects in ac- tual treatment forced him reluct- antly to make public now his pro- gress in order that fresh supplies oi cancerous tissues may be ob- tained and the clinical work ex- tended. i

The “ensols" discovered by Dr. Conneli are produced by growing non-dieiease-causing micro-organ- isms. oi a type known as proteol- ytic, on protein media or bases. In this process they become liquefied and in the liquid is an active sub- stance that can be separated from the other constituents, and made sterile.
