Wasuincron, May 4.—The Government are now planning thecomplete annihilation of the Spanish fleet which has sailed from | Cape Verde; and when this is done, Havana and Ports Bico will be bombarded, and troops landed on both islaads.

The strategic plan is pow to head off Spain’s Atlantic fleet should it make for Nova Scotia tocoa!, which is believed to be probable, and drive it into Porto Rico, where, hemmed in, Admiral Sampson will wipe it out of existence.

Scout cruisers have been sent out all along the coast.

The Minneapolis, New Orleans, San Francisco, and Columbia have been order~ ed to cruise 260 to 600 miles off New Eng- land and Nova Scotia coast and watch for the enemy.

Tampa, Florida, May 4. Shafter’s force will not leave here today, the date originally set for the departure of the first American expedition to Cuban soil.

The delay is due tothe administration pursuing a cautious policy.

The military authorities here do not believe Havana will be bombarded unless the forts draw the fire of the blockading squadron, as they know the Washington auchorities are Opposed to any chances being taken until the Spanish fleet has been disposed of.
