Mr. King's Dilemma

According to the unofficial report of the service forces’ vote, Prime Minister Mackenzie King finds himself defeated in Prince Albert constituency, and itiay seek to re-enter Parlia- ment by taking one of the Liberal seats in Prince Edward Island. The unofficial returns indi- cate that the civilian vote, favoring three Lib- erals and one Conservative in this Province, will remain unchanged. \\'ill Mr. King, having ousted Colonel Ralston from his cabinet as De- fense Minister over conscription, now seek to persuade Mr. McNaught (if elected) to re- tire in his own favor in Col. Ralston's former goirstittrciiov? The chances 0f his being rc- ttirued in a by-election in such a case would, to say the least, be problematical. The biggest Lib- eral majority on the basis of the civilian vote would scent to be in Kitig's County, and per- haps it is Dr, Grant who will be required t0 sacrifice himself for his leaderis benefit.

The Canadian Press rep0rt hints that Ml’- King is desirous of giving this Province repre- sentation in his cabinet, bttt he could do that quite easily by giving one of our own repre- sentatives a portfolio, That is what this Prov- ince need< and is entitled to—not to be treated once more as a convenient roosting ground for absentee representatives who will be too busy to look after our interests, or even to visit us except at rare intervals.

Mr. Bracken’: Role

There is speculation in some quarters over the showing .\Ir. Bracken will make in_his new role of leader of the OppOSiIiOII- It i5 I10! in easy role, says the Ottawa Journal. An Opposi- tion leader has more freedom than a Prime Min- ister, is not so cramped in his utterances by the responsibilities of office, but he labors under the handicap of being without the great tech- nical and other help that is always at the Prime Minister's right hand.

A Prime ‘Minister hardly needs to make speeches; he can content himself with state- ments, with giving the facts that are supplied him by a whole corps of competent assistants. An Opposition leader, on the other hand, must be constantly on the alert, must depend largely upon himself to get to know the details and purpose (and possible weakness) of a whole procession of bills and resolutions. The Min- istry, bringing in such legislation, has had the benefit of experts and technicians, plus a long period of consideration and study in the light of public opinion. The Opposition leader has no such advantages; must tackle bill after bill “r0ld"; is without the expert advice at the dis- posal of the Government. The cmtest, unavoid- ably, is unequal.

Mr. Bracken, fortunately, is not without parliamentary training. For more than two decades he was the leader of Manitoba's Gov- ernment, knows all the techniques and tricks of the trade. Thus while he may not slip easily into the role of a great critic or formidable dc- bater or orator, he can be expected to know how to get at things, where and how to find the answers he demands, and the lengths to which he is entitled to go to assert his rights and privileges.

And Mr. Bracken will not be without help. Veterans like Mr. Diefenbaker, Mr. Howard Green, Mr. Gordon Graydon and others will be at his side, and at his side also a number of able men who were induced by Mr. Bracken to be- come camlirlzttes and who secured election. One ntay doubt, for example, whether many men in the new Parliament will have a better grasp of financial, economic and international questions than Mr. V]. .\l. Macdonnell, former head of the National Tirust (foinpany, returned for the constituency of Muskoka.

And there will be one field in the new Par- liantent. one from which we will hear much, where Mr. Bracken will be greatly at home. The field of Dominion-Provincial relations. Dominioti-l‘rovincial relations will be at the heart of nearly everything we do or try to do, in the domestic sphere, during the coming few years. There is no man in Canada with more knowledge of those problems than john Bracken; no 1min who can meet the heads of the prov- itices and discuss their points of view and dif- ficulties with more of tindcrstanding. ln that role, if in no other, t\'lr. Bracken will be the outstanding authority, in a position to render the whole Dontinion iuestimable service.

Indeed, stiggests the Ottawa Journal, it might be a good thing if Prime Minister King, forgetting party controversy for once, called upon Mr. llracken at the earliest possible date to set tip some sort of organization to deal with Dominion-Provyrcial matters. It would be a step in the direction of right co-operation, and it might well result in great gain for all of us.

New York's Black Markets

On the basis of its own study of food distri- hutimi in New York City the New York Board of Trade asserts that black-market prices or practices affect 85 per cent of the city's dressed potiltry, 7o per cent of the food bought for hotels and restaurants, 50 per cent of all fruits and vegetables and $0 per cent of butter, eggs and rheestc The Roard of Trade therefore tirgcs (iovernor Dewey to appoint a special prosecutor and an extraordinary term of the Stinreme Court to handle prosecutions: to call

a special session of the Legislature to enact more drastic laws; to mobilize public opinion against black markets; to use tax evasion as a trap for operators of black markets; and to integrate a oo-ordinated campaign against black markets by the State, Federal and local gov- ernments.

It may be that some of these remedies will help. It may be that some of the steps ‘recently taken by OPA will help later on. But the mobil- ization of public opinion against black markets will be the most difficult task of all. The Board of Trade’: report mentions the most common black-market practices: over-ceiling prices, tie-in sales, upgrading short weight, un- fair prices for new brands and fictitious sales. All these practices may be the last resort of a retailer caught in a squeeze between retail ceil- ings and the over-ceiling prices he has paid for his supplies. But the ultimate consumer's squeeze is between something to eat and noth- ing to eat. The average housewife has to spend most of her time looking for food for the family table, often standing in line hours a day. Is she to turn detective now and catch in the act a butcher who sells at ceiling prices but charges for four ounces not delivered to the customer?

It is probably true that all black markets could be put out of existence if all consumers were equally noble and astute. But in the ab- sence of that almost perfect state the search aft- er remedies for the symptoms might be de- ferred in favor of a search for causes of the disease.

British scientists have produced a new fire- proof building material from waste ash which may save millions of pounds (sterling) annual- ly. It iaiclaimed that its strength improves with age; it is not influenced by frost or damp; it is vennin-proof ; it can be plastered, papered and painted in colour, sawn to any shape and will take screws and nails. The new material is made from a waste product of electricity power- stations-the ash residue from furnaces which burn pulverized coal. It is claimed that over 800 million bricks could be produced in Brit- ain with the ash, which is now thrown away, at an approximate cost of $6,645,000 a year. The ash bricks have already been used in the con- struction of offices and workshops and one new housing estate in Central England is to have the first house built entirely of them. To carry out the purpose of the founders, which ls to re- store sight to perhaps 15,000 1n this country with oomeul defects, 1t. will be necessary to obtain the legal consent of the next of kin for a post-mortem removal of an eye, even thou h the eye may have been left by w ll to tiny agency for surgical use. Since this exchange of an eye for an eye culls for nothing more than n generous act, who can doubt that the response to the Eye Bank's appeal will be ade- quate And adequate it must. be. because, even if removed within a few hours after death, corneal tissue can be preserved only for three days.

If there can be no assurance that- un eye which has been removed after death will always be used to restore sight to living eyes. there will always be the satisfaction of knowing that u scientific purpose will be served, If there are enough eyes 1n the bunk, intensive research can be conducted-and surgeons can be trained to perform an operation with magnifying glasses and with bits of tissue measured 1n fractions of a square inch.

It 1s a pity that the riots should overshadow the really magnificent contribution to victory of Halifax and its population. As a naval Imsc, as one of the gran-t Atlantic war ports, as the departure-point for armies of men from thfs country. Halifax for five years fll ed a vital role 1n Canada's war program. 1t was overcrowded far beyond anything we have expert- eitced even 1n Ottawa, and there was a constant movement of sull- ors, soldiers and airmen 1n and out of the eltv. The permanent residents suddenly found themselves part of a yvur establishment, rest- dents of a city packed with peo- ple beyond the limits of decent accommodation and service, and we may be very sure the discomfort of some of the servicemen was matched fully by the discomfort of the civilians themselves.
