AN OPEN LETTER TO HON. F. PETERS —NO 2.

Sin,—I have been informed that you left the Province for what purpose I do not know, and the office of Attorney Gen- eral for Prince Edward Island is again vacant—that is, the Attorney General is absent. Among the ancient Romans the great offices of siate were all elective, which obliged them to be very observant of the shape of the noses of those persons to whom they were to apply for votes. Horace and Virgil makes references to the different noses—the short, long, sharp and turned up. But if we had our judges elective as well as the Crown Attorney, different elements than the shape of the noses of the voters would require to be con:

sidered. Some of the politicians’ of this Provinceas well as the voters appear to have peculiar noses. The former reeks the voter

who can be bought, aad a certain propor: tion of the latter seeks the man who can dispense, favors,—whether righteously or not, does not enter into their consideration. It was practice amomgst the ancient Turke, when newspapers were scarce, that for the information of the people, cer:ain certain Officers aseembled at certain places to read special documents. I presume your budget speech as it is nicely stitched will be handed to zealous grits and the supervis- Ore to read for the information of the faithful. The quid nuncs and critics may therefore learn of this wonderful policy of yours. Concerning your past policy you declare that ‘‘one piank of our policy that we rely upon strongly is that when p ac tical experience shows that any step we have taken is not exactly in the right direction, or what it should be, the very man who tock that step willtry and retrace it.” These are encouraging words coming from a man who mortgaged the Province with heavy debt, amano who sa:riticed large amounts of money in the land office, ingthe shape of diecounte, a man who per-~ mitted uopecs‘sary and wasteful extrava- gance of public money on our roads and bridges at election times, aman who was ao barefaced and shameless as to disfran- chise the Dominion officials because they were supposed to be Conservative, and and when the Liberals attained power at Ottawa passed a law restoring their fran- chise. Yes, you r2etore that franchiee; but the man who took that step has the gali of au elephant when he daree to look an honest electorate in the face. Go hide yourself with the moles and the bats, cover yourself with sackcloth and ashes and never again seek the suftrages of the people. Devoid of the principles that should govern a statesman, your past policy is an evidence that you do not under stand the science of statesmanship. The public accounts which you publish for the information of the people ought to show the exact situation of the finances of the proviuce. Every contract shoild be re- corded there. ‘The debentures and the names of the parties who hold them should be there for the information of the people. Your mastere, the yeomanry of the province, havea right to know the names of the mortgagees. Ifit is right to publish the name of contractors of a bridge or those who proyide supplies for the public service, its equally right that -we should know who are the men who hold the debentures. Tbe Opposiiion should have demanded that returns be made,and if you fail tocomply they should carry the matter to the Governor. The. rights of a free —— should be maintained at all hazards. You deprived the Conservatives of their votes, now you call it “practical experieuce” to returu the franchise iv order to help your party. The end justifies the means with vou under the misnomer of “practical expeiience.” When Responsible Government was secured to the peopie of this Province it was under- stood that it ensured toevery inhabitant an oppoitunity of making known his grievance to a tribunal which is compe- tent to provide for their redrese. The ciose connection which subsists between mem- bers of Parliament and the people gives a peculiar facility of access to the repreeen— tations of the people, and a peculiar pros- pect of their being powerfully supported as they deserve. Your past poiicy paid « deaf ear to the representations of tie peo- ple, and like a one-man power you ap- peared to have aring in your followers’ noses to lead them about as you please. This way be pleasing to you, but what shall we cay cf the followers ?—the blind leading the blitd—they sha)! both fall in the ditch. The victory in Quebec is now added to that of Nova Scotiaas another plank in your policy, and I fancy I hear you dilating upon thatevent. Yuu are not suited to countries with a representa- tive government. You are better adapted to anc:ent Democratic States in which the principle of represeztation was not adopt- ed. Youcan never retrace the blunders you have committed. You can never recover the money squandered. An oppor- tunity once lost ia never regained. What reforms have you _ pro- mised in your Buiget Speech? None. Yet you claim to be leader of the reform party in this province. What have . you done to extend the purity of the election 7 Nothing, whatever. What bave you done to place the affairs of the Province on a sound financial! basis? Have you re- formed the probate court? The business of that court could be transferred to the Supreme or County Court Judges without giving them any fees, as they are already paid for their services. Fancy the abuses of that Court. An estate of $300 costing the ha'f to wind it up. Yet your “practical ex- perience” does not seethis. You aredeaf, dum b,and blind,to the interest of the people Is there not & great necessity for an honest election law? You should remember that the country looks upon you as the author of the counsels of the crown, and whatever be the proceedings you are held responsible. Regard for other people and the public good. would require that you add another plank to guide your “practical experience” and it is this “Thou shalt love thy neigh- bour as thyself and do unto others as thou wouldst have others do unto thee.”

The people of this Province—those who

love its prosperity—demand a good Gov- ernment. As there is no necessity to perpe- ‘uate a strictly party governinent any longer, a coalition should take place among the best men on both sides, and the drones and boodlers should be thrown out. The interests of the country and not of party should be paramount. The taxes would then be applied to actual service, and favoritism and boedling would be placed on the forbidden list. Your legis- lation, in agreat many iostances, affects the poor. Your friends at Ottawa, I have no doubt, will use every influence to return you to power again. See how they legis- late in the interests of the poor people. A savings bank is an institution started in this country to enable poor people to accu- mulate small savings, au encouragement to frugality. Your friends reduced the rate of interest fur theee poor people— those servant girls, widows andj orphans who have not the avenues of speculation open to them to withdraw their money but must submit. They add a fu:ther tax on the poor man’s luxuri-s. Such is the way in which the great Liberal parity shows its love for the poor people. When che Liberals weve in Opposition we heard great promices made, and the gullible peo- ple were led to believe that once a Liberal | Government attaihbed to power they would never see a poor dey. Now they tax the living and the dead. The dead wan's estate must pay an inheritance tex, and | would not at all be surprised if you would introduce a tax upon coffins and grave- yards. You hold the affairs of the Province in your keeping. Come boldly out and de- | clare what the actual financial condition of the Province is upto June or July next and let us have anthentic information. Come out boldly and say what reforms in the service Of the country you are goirg to make aud put yourself on record de- finitely that your pledges will be fulfilled, and I will say that your conduct then would merit praise instead of reprobation. MontreaL, May 17,—Premier Greenway who is bere, will go to New York to com- plete a deal whereby the Manitoba Gov- ernment agrees to guarantee the boade of the road from Winnipeg to Puluth, 380 miles, at ten thousand dollars a mile, only 100 miles of which is in Canada.
