VICE AND POVERTY,

The honest and deserving poor will be with us. They deserve the most delicate and considerate treatment at our hands. Their needs, which should be promptly sup- plied, would not tax to any considerable extent either the time or resources of the benevolently inclined.

Unfortunately for the “deserving” poor, and the community generally, the hans majority of the poor are not deserving. Personal experience in attempting to re- lieve want has forced the writer to the un- pleasant conclusion that pt. least two- thirds of the poverty in the ity is the fault, and not the misfortune of the poor.

If the improvidence, thriftlessness and intemperance of the community could be corrected, more than two-thirds of the want that calls for relief at the hands of the public would disappear. It is found that when work is plentiful and wages are being reguiarly earned and received, lux- uries are indulgedein, every hoiiday is en- joved, and to work over-time, even with an increase of wages, is not looked upon with favdr,

A TBNNESSEE TRAGEDY. Result of a Political Feud.

Memenis, Tenn., March 5.

There was a sensational tragedy at Kosciusko yesterday. S. A. Jackson, a member of the legislature, was shot and instantly killed. Samuel Russel, an in- nocent bystander, was shot and died in a few mitintes, and William Sanders, another bystander, was fatally wounded by the tev W.P. Ratel ff, also a member of the legislature and one of the leaders ot the Populist party in this state. The tragedy was the culmination of a political fend, and was brought to a climax by a newspaper controversy. The men acci dentally met at the court honse an] opened fire on each other.
