Changes ill National Film Board Setup ‘Recommended

Widespread changes in the setup: and administrative practices 0! the National Film Board were urged today in a report tabled in the commons by Resources Minister Winters.

Tabling the report. prepared by J. D. Woods and Gordon Limited management conmiltants of Tor- onto. Mr. Winters con-firmed rum- ors that three of N.F.B.'a 580 cm- ployeeg have been released as a result or security screening: re- cently completed by the R.C.M. P. He did not d.-isclosefnames of the employees and asked members not to press for details.

The report urged that Cabinet Ministers no longer serve as mem- bers of the board Mr. Winters now is chairman of the board and Revenue Minister Mocann is 3 member. A new setup for the board was suggested. .

Sweeping changes in acoountlm practices were recommended. The report suggested that the 5.000 in- dividual accounts now kept by the board could be cut by not less than 75 per cent without there being any loss over the control of ex- pendltures.

The investigation disclosed that in the year ending March 3i..l949. the board had understated its in- dividual illm production costs by 8130.000 or 28 per cent\

It was recommended that the board be provided, with a perman- ent working capital lund or no’ less th working capital of about 0600.000: year. but 3300.000 of the amount has to be paid back to the Treasury at the end of each fiscal year.

A large number of board em- ployees now are hired on contracts subject to . newal every three months. The reports said this was a cause or dissstisiaction among the st-31!. '
