The Department of Health and Welfare has been swan of the urgency for some time of intro- ducing some form oi Cancer Con- trol programme which would be applicable and effective in lower- ing the number of deaths which occur yearly in this Province, due to Cancer.

In the fall of 194'! Dr. A. W. Blair. Director of the Cancer Clinic at Regina. Saskatchewan. visited Prince Edward Island in the course of a. National Survey for the National Cancer Institute of Canada, to determine the existing research facilities in the various provinces.

With Dr. Shaw, Provincial Path- ologist with the Department of Health and Welfare. Dr. Blair dis- cussed the problem of Cancer Con- trol in this Province with members of the Provincial Government as well as with many members of the Prince Edward Island Medical As- soclatlon.

Dr. Blair with intimate krlowl- edge oi the various plans in op- eration for Cancer Control in the other provinces was able to pro- vide much useful information to those interested in the problem in Prince Edward Island.

In that Cancenls not a disease that can be controlled by the special effort of one group or by one activity. the Department of Health and Welfare requested. through the Committee on Cancer sf the P. E. I. Medical society. the advice and assistance of that soc- iety ln formulating some plan which would be effective in this Province.

As the outcome of several meet- ings oi’ the Society in which the many ramifications referable to this problem, were discussed. s comprehensive plan _Was outlined and submitted to the Minister c! Health and Welfare for approval.

This plan has been accepted by ihe Provincial Government almost in its entirety and is now being organized for operation.

Fundamentally it is based on the slogan used by the Canadian Can- cer society in their drive for roembe ship one year ago. that "Early Cancer is Cur-able." That organization at that time stressed the importance of the early visit to the family physician by the individual who was concerned by the presence of some recent slgm or symptom causing suspicion.

It is the family physician which this plan is primarily designed to assist, and to aid him in making an accurate diagnosis as to the cause of distress. possibly due to cancer, in his patient.

The plan calls for the appoint- ment of two Medical Directors, one in Charlottetown and one in Suin- rnerslde. It is to either of these Directors that all of the physicians throughout the Province may com- municate when they have been vis- ited by a patient in which the diagnosis is obscure and the possi- bility of cancer may or may not exist. The Director from whom the physician is seeking assistance in diagnosis may then advise the patient to come to one of the gen- eral hospitals on a specified date, for examination. This may or may not require a. brief hospital admis- sion depending, on the nature and location of the symptoms. Follow- ing a review of the case and ex- amination‘ of the patient. prefer- ably with the family physician, the Director than has the author- ity of requesting the assistance of two other doctors preferably those specialized to deal with. the par- ticular type of case being examin- ed. Also assisting this group ‘of doctors examining these cases will be the Provincial Pathologist and the Radiologist of the hospital to which the patient has been refer- red. The family doctor ls encour- aged to be present. if at all poe- slble, at these clinical meetings so that he may benefit by the find- ings of the examining group for the eventual care and treatment of his patient. The Department of Health and Welfare in its ef- forts to co-ordlnate this pro- gramme wlll employ Medical Dir- ectors. selected by the Medical Society and will provide the services of the consultants who are selected on each occasion by the directors. as well as the serv- ices of the Pathologist and Radi- oiogist.
