Bus And Garterry Services

How buses are hampered in their inter-pro- vincial operations by "a strange anomaly" which exists at the carferry terminals at Borden and Torrnentine is discussed in the brief submitted to the Royal Commission on Transportation on behalf of the Prince Edward lsland Government.

The piers at both terminals, it is pointed out, are part of the King's Vhighway, built under this Province's Confederation pact with Canada. Nevertheless each bus using ‘one oi l’llCI'.‘ picrs must pay to the Canadian Nation- ol Raiiways the sum of $l.50 for each time it uses the pier. While the carferry is a contract- ual obligation cf Canada, the free road to it is closcd to buses by a turnstile levy of $l.50 per bus. "Not far r:moved," the brief comments, "from the days of turnpike trusts!"

The Railway does riot recognize bus sched- u -_, nor will it permit the carriage of buses on the carlsrry save on very occasional and excep- tional circumstances. The bus must discharge its passengers at the carferry, on one side of the Strait, while another bus picks them up after the nine mile crossing has been made. Regardless of weather conditions, bus passengers must walk on board the ferry via the automobile ramp, bag and baggage, a distance of about one hundred yards, and down again after the crossing; all this under our ”efficient and continuous com- munication" Confederation pact. Yet a provis- ion for carriage of a bus complete with passen- gers across the Strait on the carferry, if made by the railway, would displace only one freight car.

We have no Sunday trains on Prince Edward lsland, while there is a daily bus connection. Furthermore, a bus or air connection from Manc- ton or Sackville is the only method of reaching this Province in 24 hours from Boston to Man- treal, except for some two months of the year.

"Admittedly," says the brief, "the bus com- panies operate in competition with the railway; but such competition should surely not be per- m-itted to enure to the Province's disadvantage. Some form of co-operation might well be for- mulated which would be reflected in savings to both the competing services."

This is one of many instances cited to show how railway administration adversely af- fects the use of the carferry service as an in- strument of national policy and why it should be taken out of railway hands altogether and made a public utility administered either by a department of Government or an independent Ferry Commission.

Barter lleal Mlscarrles

Barter deals are subject to serious miscar- riages, as was instanced by an Ottawa official recently. He explained that, while Canada had not embarked on any governmental barter ar- rangements, she had made it possible for some private industries to do so. One of the deals completed was by a barter of British Col- umbia apples lor Brazilian oranges, with the British Columbia apple growers acting as the importers of the oranges and assuming all the risks.

lt had all the appearances of a profitable arrangement. British Columbia apples began ap- pearing on the Brazilian market and Brazilian oranges went on sale in Canada. But the apple growers did not reckon on the prospect of falling prices cf United States oranges. These prices soon fell to a level where they under-cut the price of the Brazilian oranges. ln order to dis- pose of the quantity of Brazilian oranges for which thev had contracted the apple growers had to scll them at a price that represented a sharp loss.

This experience, comments an exchange, shows what can happen when the rigidity of a barter contract runs into the flexibility of a free market. Fortunately for the people of Canada as a whole it did not hurt them because their Government was not a partner in the deal. They benefited by getting oranges at a cheap price. But suppose the Government had been one of the principals in the arrangement, as is the case in Britain's barter trading. One of two results would have occur-red. Either the Government would have had to absorb the loss, or in order to prevent a loss, it would have had to bar the entry of the cheap oranges from the United States. In either event the people of Canada would have suffered. Under the first alternative they would have had to make up the loss out of their taxes. Under the second, as consumers, they would have been denied the opportunity to save a little money in their orange-buying budgets.

A gentleman from Montreal who has not been here for nine years, is enthusiastic over the improvement in that time in our tourist fa- cilities. He was especially impressed by the num- ber of splendidly equipped restaurants in the City and vicinity; and said it delighted him and his family to v-isit each of them and enjoy the hospitality offered. "Every man his own prescriber" is evidently the objective of Britain's Labour legislation. A new National Formulary, approved by the Brit- ish Ministry of Health for use under the Nation- al Health Service, has come into operation in the United Kingdom. Containing a comprehen- sive list of up-to-date prescriptions, it has been specially compiled by a joint committee of the British Medical Association and the Pharma- ceutical Society, with the help of specialists in all branches of medicine. lt is designed to meet the needs of all sections of Britain's National Health Service. The Formulary lists in conven- ient form for doctors over S00 prescriptions in what might be described as medical "shorthand." Instead of writing out a full prescription, all the doctor need do is to give a title from the For mulary. This is sufficient for the chemist to identify the full ingredients required. Doctors taking part in the Health Service are not re- stricted to the use of the medicines set out in the Formulary.

Certain judges, magistrates and high rank business men in England have been accusing schoolmasters of turning out delinquent illiter- ates. A London school principal, Mr. Harry Meigh, does not take this lying down. As president of the National Association of Schoolmasters, ad- dressing the annual conference he said Government figures showed that 98 per cent of school chil- dren were free from any imputation of delin- quency. War office records showed that 98 per cent of the men called up for National Service did not require special educational treatment as illiterate-s. He charged that "conditions in many schools as regards to sanitation, lighting and heating are deplorable. How could any- thing but the perpetuation of slum mentality be expected from the child from,tho slum home who spends his life in the slum school? Unless drastic action is taken there is little hope that the sup- ply of spivs and drones will fall." There was no substitute for the three Rs taught under the pro- per conditions-fancy theories notwithstanding. Teachers should not shrinli from corporal pun- ishment until satisfied that their pupils had learned to control themselves.

Premier Joseph Smallwood‘s crus- ade to merge Nova Scatla, New Brunswick, Prince Edward Island and Newfoundland into one Marl- fime province ls not likely to meet the success that attended his cam- paign to bring Newfoundland Into Confederation. Some l0 years ago the Rowell-Slrals commission on Dominion-Provincial relations In- vestlgated the Idcn of unltlng the three Maritime Provinces. Its ex- ports crime to the conclusion that. the defects of the plan outweighed Its advantages. They found also that. the scheme was not acceptable to any of the Provinces Involved.

The view ls held today by men who have studied the Marltlmes slt- untlon although It is agreed that the Inclusion of Newfoundland, If that were possible. would Increase the benefits that might accrue. Superfi- clally It would‘ seem that reducing the number of lieutenant gover- nors, legislatures, cabinets and gov- ernment, departments, would effect .1 greet financial saving. But the amount. that would thus be saved ls not Impressive In relation to the total cost of the present four systems or of the single govern- ment that would rake over should the plan be ndopled‘.

It seems to be agreed that In the event of Marltlme unlon, many of the offices now maintained at the various provincial capitals would have to be retained as regional ad- mlnlstrntlve agencies. This would Involve the servlces of supervisors, Inspectors and similar officials whose salarles and travelllng ex- penses would go n long way to off- set other savings, The accepted con- clusion appears to be that the cost of a single government would just about equal the expense af the pre- sent four provincial administra- tlons.

The problems and Interests of the four Provinces are so dlverlr- that they require a flexIbllIty of policy, and administration which ll much more readily achieved under separate governments than under one. In a number of matters of lo- cnl and provincial scope there Is ol- ready friction between some the Maritime Provinces. You'll soon be able to buy al- ready-peeled potatoes that will keep several days without. refrigeration. These skinned spuds will lilr the national market, at least for res- taurants, by the end of the year. They're already In use In Chicago eateries. Smaller bags will come along later for the home market. Acceptance has been so rapid In this area that franchises for the process are now being developed In Philadelphia, Cleveland, Detroit. Wichita, Kansas City, Mllwaukce, Si. Paul, Minneapolis, Los Arigeles and St. Louis. "By the cnrl of the year, peeled potatoes will be avail- able in every mnjor city In the country." Mr. Miller says,
