Prospects For Electrical Industry

Canadians, whose per capita consumption of electricity is already nearly double that of the United States, have every reason to expect it to expand still further in the present year. Plans involve the addition of _overl500,000 horse- power capacity to the Dominions present tur- bine installations which stand at upwards of i0,000,000 horsepower.

One-fifth of the existing hydro capacity, be it noted, was developed during the war, and its benefits ore only just beginning to be felt by o country turning once more to the works of peace. _ Assuming Mr. Durland of the Canadian Gen- eral Electric Company speaks for the industry as a whole, his views on the impact Oi Oivmlfi energy, as expressed in a year-end survey, are worth recording. Mr. Durland believes the in- dustry has nothing to fear from the spectacular discoveries of which the world became first aware in August i945. He refuses to entertain the idea, just yet, that present methods of gen- erating power are to be made obsolete. For this reason:

The Refundable Tax

Spokesman for the Department of Finance at Ottawa say there is a possibility that the re- fundable portion of the income tax, collected as a compulsory loan by the Dominion Govern- merit between 194i and i944, will be repaid sometime before April I, i943, Which i5 the date previously announced.

This statement, says the Sydney Post-Rec- ord, is couched in such terms as to suggest that the Government is doing a handsome thing by the people at large in considering on advance of the time of the repayment of these enforced loans. The fact is that what is called the "

re- fundable portion of the income tax," levi~ed in the early years of the war, was an unreasonable loan that should never have been extorted from the already overburdened taxpayers of Canada. The total of this refundable tax amounts to $263,74l,000. This is not a large sum when con- sidered in relation to the total notionakrev- enues, which aggregated seven or eight billion dollars in the period during which these en- forced loans were being collected by the De- partment of National Revenue from the people of this Dominion. But it does represeriton en- ormous amount of money from the PW" Pl view of the individual Canadians who own it, from whom it never should have been taken, arid to whom it should have been paid back long ago.

The departure of Rev. l. J. Levy for Manc- ton will be greatly regretted by members of all denominations. He has done good work at the First Baptist Church, and among the young people generally in the community. He will have greater scope for his abilities in this re- spect in the growing industrial centre of Manc- ton.

In 1799 the "new barracks" were built at. the southwest. end of the towin, near when the City Hocpltal now statute. It consisted of two separate ranges o! buildings each 260 feet long aind fronting each other, with spacious parade gmoiuids between them. They would accom- modate upwards of three hundred meal, with their officers.
