House met at 3.30 p. m.
Hon. Mr. Campbell continued the debate on the Address. He compared the record of the Liberal—Conservative Goverpment in the Public Works Department with that of the present administration, much to the disadvantage of the latter. As to the road machines, his experience of them had not been at si] satisfactory. We never had euch bad rouds in the history of the country, i. e., inthe hilly parts. Mr. Campbell then adverted to the lying state- nent that Messrs. Chalmers and Davison rad brought in a debt of $171,000, and pointed out that these gentlemen made no such statement. On the contrary, it was shown thatthe statement of the Auditor under the McLeod Adwministrution was exactly correct. The bill of fare now placed onthe table by the Government

Mr. Bell said that he had found Mr. Farquharson, whea Acting- Premier, ex- tremely courteous —anai us to give al the information possible and willing to enforce the Sectt Act. He had always taken the ground that the Government ought not to expeod more money than had been voted by the House of A-sembly at the previous session, and Mr. Farquharson was the only man who had the courage to stop expendi- tures when there was no vote of the Legis- lature authorizing them, He tien reviewed the address. The wording of the paragraph referring 'o the bridge accross the Hills- borough he found very obscure. It had been said that words were meant to conceal theughts. But he was willing to suppuse that the paragraph referred to meant something. He hoped that the bridge would be build in the near future. He wanted tosee direct railwav communication between Murray Harbor and Charlottetown. Mr. Davies bad pledged himself to this, and we ought to stick him to his pledge. He thought that the railway bridge could be utilized as a traffic bridge, and the cost would be oniy a few thousand dollars. As to cold storage, we bave not before us the information upon which the proposition ix based. Therefcre it is im- possible to discuss the question except in acursory way. But b«fore we go into a watter of this kind we must be sure that we can take advantage of a cold storage system. The system must be continuous. We must have cold storage on our railway and be certain thet the Dominion Govern- ment will send us a steamer to take our produce ‘n cold storage +o the British Markets. This being secured, he was iu favor of cold storage. He felt sure that the Government would deai in chemical fertilizers at a loss. As to the clause referr.ng to our claims at Ottawa, if it means what it says, it means
nothing. Hon. Messre. Sullivan aud Fergu‘on bad obtained from the late Government $26,000 in addition to our annual subsidy—a_ very tangible acknowledgement of our
claims ; and a year ortwo ago, the Hon. Mr. Ferguson in the Senate demonstrated
| conclusively, in the clearest manner, the
righteousness of our claim upon the Domi- nion Government. We have also special claims upon the Dominion Goveroment. Mr. Davies has a knowleege of these claims and he bas influence. There can be no doubt that, in the near future, a consider- able amouct of additional subsidies will be granted to Prince Edward Island.

Hon. Mr. Gordon called attention to the report that the Dominion Government had given notice that they would withdraw their patronage from our dairy industry on the firstof next mooth. He desired to know what was intended by the Govern- ment ?
Mr. McKinnon said that he, for his part, was perfectly sure that the Dominion Goverument would do what was right in respect to the dairy industry.
Mr. Shaw said that he had a letter from the Deputy Minister of Agriculture, which set forth that the Government would with- draw its patronage from the dairy industry of this Province on the last day of April. The cheese factories might be able to go on by themselves; but he feared that suc - cess would not attead our winter dairying if the Dominion Government withdrew its patronage this year, aod that what had been done in the past would be rendered futile.
ton. Mr. Farquharson said that the Provincial Government was not in posses— sion of any informaticen from the Dominion Government in respect to the matter. Patronage had been withdrawn from the cheese industry last year and nothing hap- pened. It might be all right to withdraw altogether this year.
Mr. Shaw admitted that the Dominion Government had withdrawn frem_ tbe cheese factori?s which were strong «nongh to go on alonc; but it had continued to maip- tain about a dozen of the weaker cheese factories. The position wasentirely differ- ent with respect to winter dairying, which, except at Vernon River anda few other places, is not yet strong enough to go on without the assistance of the Government.
Mr. McKinnon expressed his pleasure concerning the paragraph referring to the
Belfast and Murray Harbor Railway and the proposed bridge scrossthe Hillsberough. He was strongly in favor of the railway and proud that the Liberal Party had taken the matter up. In this connection

Hon. Mr. Campbell replied in a vigorous speech in which he reviewed the actions and pledges of the Liberal Party concern- ing the railway to Murray Harbor, and paid. a tribu e to the ability and persever- ance with which Mr. Martin. M. Pi» had advocated the construction of the proposed Sonthern Railway.
The address paseed ani the House adjourned until ten o'clock this forenoon.
