Mowrrea, Sept. 4.—A London cable to day says: Sir Adolph Caron, post-master general of Canada, has been consulting officials of the Colonial office regarding the landing place of the proposed Pacific cable at Honolula or Neder Island. Every- where a desire is being shown to assist to- wards the success of the project and it is believed that the new government of Hon- olulu is quite willing to co-operate in the acheme.

Siemens and other electrical experts are already placing tenders for the cable and

the immedaite feasibility of the project, even without a survey,

Sir Adolphe believes that a conference will be held in Australia next year to com- plete the usiness of the intercolonial gathering of June last at Ottawa.

Wicurra, Kan., Sept. 4.—A_ terrible storm visited this city today. The lower partofthe town was inundated by a cloud- burst aud the lightning was incessant. At the home of Thomas Herman a bolt of lightning killed his three-year old boy and fatally burned a nine-year-old gir).

The entrance ef the har- bor is guarded with torpedoes. Chinese are cruising from port to portin the Gulf of Pe Chi Li. Hostile armies at Pong Yaug are quiet.”

Cowes, Sept. 4.—It has finally been de- cided that there will be no race this year for the Cape May cup, held by the Britan- nia, on account of the loss of the Vigi- lant’s centreboard while on her way here vesterday. The racing committee of the Royal Yacht Squadron met this afternoon, sent a letter to Howard Gould, who was on board the Vigilant here, saying that under the circumstances the Prince of Wales will consider the challenge for the cup as withdrawn. Both the Messrs. Gould, Capt. Hank Haff and the crew of the Vigilant generally are greatly depressed at this last accident to the American yacht. Mr. Howard Gould, in discussing the matter with a correspondent of the Associ- ated Press, eaid: “The only explanaiton I can give fur the loss of the centreboard is that the castings made at Southampton were defective. The accident occurred yesterday just as we were inside the Needles. It was evident that the board bad dropped and was hanging by its chain The board gave the Vigilant several very hard bumps as we dragged along for some distance, and then suddenly it broke en- tirely off. Of course, if we had insisted, the Brittania would have raced, but I felt that we had no right to jeopardize the cup in this way. We could hardly have hoped to do ourselves justice without any centreboard; and had the Brittania won, as she probabiy would, America’s chances of seeing the cup again would have been small, as the Brittania would only have to win it once more in order to become its possessor.”

Throughout the interview Mr. Gould showed how greatly disappointed he was atthe accident to the Vigilant, but he

talked, in a manly, sportsmanlike manner

of the yachts ill fortune, adding: “There seems to be a fatality about our centre-

boards over here, and I do not wonder that the English don’t like them; I don’t like them myself now. Why, one of the things we hoped to prove to them, was the desira- bility of using centreboards, but I guess that lesson must pow be taken the other way. The Vigilant will be laid up imme- diately and her crew will be shipped home as soon as she is dismantled, and this will be within a week. Weshall never race the Vigilant again, and shall not attempt to recover the centreboard.”

Orrtawa, Sept. 4.—Great surprise is felt here at the recent arrest in Behring Sea, of the British Columbia sealing schooner Wanderer, It appears that the vessel had strictly complied with all the regulations imposed by the Paris award, the imperial acts and orders-in-council. Waiting for the proper period, Aug. Ist, when she could legally hunt in Bebring Sea, the Wanderer proceeded there to seal with spears according to law. She was arrest- ed by a United States crusier on a charge that there was found in her possession one shot gan and ammunition. The vessel was brought to Victoria and handed ever to a British gunboat. The result has been that the vessel’s business for the season has been totally destroyed and a great loss incurred by the owners. AS Foon as particulars of the charge reached the marine department, Collector M.lne at Victoria was instructed by Sir C H Tupper not to have anything to do with the vessel under the circumstances, there being no offence, and it is notatall improbable that an action will be brought by the owners of the Wanderer against the com manderof the British gunboat for damages for unwarranted interference, as in the Newfoundland case of Baird v. Walker, where the British admiral was held res- ponsible for acting without statutory au- thority. In the Wandere’s case the United States cruiser apparently took alvantage of an agreement made between the Imper- ial and United States governments per- mitting the sealing up of arma = and am- munition on sealing vessels in order to rebut a presumption of guilty intent. The Can- adian government objected to this agree- ment as likely to lead to embarassing vessels, contending that under the Paris award the use and not mere possession of firearms was prohibited. The very thing the Canadian government anticipated has occurred. In the Wanderer’s case the agreement between the two governments was used for the purpose of preventing successful sealing operations. It is not unlikely that considerably more will be heard of the matter.
