(Special Despatch to Examiner. ) Lonpox, May 13.
In the Commons, this afternoon, Sir Stafford Northcote declined to fix the day for the discussion of the Resolution of Mr. Chamberlain concerning the Government’s foreign policy. The Chancellor also, in re- sponse to an enquiry of Sir Henry James, whether the British troops in Europe do not exceed the number authorized by Par- liament, said that the Indian forces were never included in the Act fixing the number of the British Army. The latter he said were about 715 above the estimates, in conse- quence of fluctations in recruiting.
Lord Hartington, the Opposition leader, announced that he would shortly move a resolution, that no forces be raised or kept by the crown in times of peace, save within India, witheut the sanction of Parliament. Northcote said he hoped to submit the sup- jlementary estimates to-day fortnight,when Lore Hartingten’s resolution might be ¢is- cussed.
In the House of Lords, Earl Granville gave notice of a question as to whether the employment of Indian troops in Europe, without the sanction of Parliament, 1s lawful.
Ata meeting of the Home Rule Members of Parliament on Saturday, it was resolved to request Dr. Isaac Butt to reconsider his : decision to retire from the leadership of the party, and retain it on his own terms. He will not be required to attend Parliamen* oftener than his professional duties permit.
This temporizing course is the re- sult of a conviction, that no- body is capable of succeeding Dr.
Butt, and that the latter will not resume the active leadership, though he may keep it nominally until the extreme faction under Mr. Parnell make co.nplete submission.
The coasting steamer Caden, with railway plant, ran ashore on the River Aven, com- pletely blocking the port of Bristol. She must be broken up to open the port, which work will require several ‘days.

The steamer ‘‘ Sardinian” was at anchor at the time of the accident. The explosion took place in the coal bunkers. She took fire im- mediately. The greatest confusion ensued, and when order was restored the compart- ments were searched for dead and wounded. Some of the latter had their arms and le broken ; a few were burned about the hands and face. It is believed when the full extent of the disaster is ascertained the figures given of the injured as estimated will be consider- ably increased.

Ar the Annual General Meeting of the Shareholders of the Ch’town Gas Co., held to-day, the old Board of Directors were re- elected. A dividend of 10 per cent. was declared for the past year.
A Napanee correspondent telegraphed yesterday: ‘‘Mr. Cartwright has arranged for his first meeting in the county at that town on Monday, and positive evidence has been received that the elections are to take place within six weeks.”
We are pleased to learn that Mr. Charles srown passed a very creditable examination to-day, on his admission as law-student in the office of Messrs. Hodgson & McLeod. Mr. Daniel McDonald also passed at a sim- ilar examination, and was admitted to study law in the office of Messrs. Longworth & Haszard.
We have often noticed very rich things in the columns of the Argus. This morn- ing the enterprising editor publishes among the telegrams as ‘‘Special to Argus” an ac- count of the finding of the missing man Me- Carthy, which, however, he has the honesty to credit to the Chiqnecto Post. How much does Mr. Fletcher pay for such ‘‘Specials?’,
Tue departure of the Georgetown train at 8.05 a. m. causes great inconvenience to the public generally. The Post Office does not open wnatil 8 o'clock, therefore persons are debarred from receiving their letters be- fore leaving the city. ‘The Post ° Office shonld open a little earlier or the train leave a trifle later.
AN unusual sight was witnessed in this city this forenoon. A triple funeral passed through our streets to St. Dunstan’s Cath- edral where, after the usual solemn cere. monies, an immense concourse of people ac- companied the remains to the Catholic Cemetery. The names of the deceased are : Mr. Leonard, of West River; Mr. Andrew MeGuire, and Miss M. A. Keenan, both of Pownal Street, in this city.
McKenna and Lamb, the two men ar- rested on suspicion for burglarizing Mr. McEachern’s warehouse a few weeks ago, were brought before the Stipendiary Ma- gistrate this morning. They were inter- rogated at some length regarding the sus- picious circumstances under which they were arrested on the night of the robbery; and as their answers were not altogether sa- tisfactory, they were ordered to be impri- soned sixteen days for vagrancy.
An ill-Breap attack upon one of the Italian waffle vendors was made yesterday evening by a man named Coyle. The gen- tlemanly proprietor of the waffles politely asked Mr. C. if he desired to invest in his delicious edibles, when, to our Italian friend's dismay, his shop was suddenly over- turned by Coyle. For this amusement Mr. C. appeared this morning before the Sti- pendiary, and was requested to contribute $6 to the city revenue or ‘‘go below one month.”
Tue barkentine ‘‘ Ethel Blanche,” Gra- ham, with a cargo consisting of 30,000 bushels of oats of 36 lbs. each, and 40 pieces deals, containing 11,800 feet sup. measure, cleared for Queenstown for orders on the 13th inst. Brig ‘* Natalie,’ Finlayson, with a cargo, consisting of 14,750 bushels oats of 36 lbs. each, and 217 pieces of deals, containing 7,000 feet sup. measure, cleared for Queenstown for orders, on the 13th inst. Both the above vessels and cargoes are owned by Peake Bros. and Co.
Ar the Stipendiary Magistrate’s Court this fornoon, Lawrence Whelan, drunk and incapable, was fined $3 and costs, or 14 days; Terrance Gillan,drunk and incapable, was fined $2 and costs, or 8 days; John Prunty, for the same offense, was fine: $3 and costs, or 14 days ; Francis Coyle,drunk and assaulting Lucia Pepino, a waffle ven- dor, was fined $5 and costs or 1 month ; Yharles Corish, drunk and disorderly, was fined $5 and costs, or 1 months’ imprison- ment; Hugh Holland, drunk anc inca- pable, was fined $1 and costs, or 4 days ; William Holland, for the same offense, was fined the same; J. Trainor, for the same offense, was fined $3 and costs, or 14 days; John Flynn, for assaulting Lucia Pepino, was discharged ; Patrick Lamb and Patrick McKenna, was sentenced to 7 months im- prisonment, for vagrancy.
MELANCHOLY OccURRENCE.— Martin Dow- lin, Esq., had been at Shediac on Saturday evening and had seen the remains of his old friend, Timothy McCarthy. On Sunday evening he and Mrs. Dowlin were talking over the sad scene and saying what an awful thing it was that these remains were lying in a barn at Shedia in the condition in which all saw them on Saturday, when a knock came to the door and a messenger entered who informed him that his son Hazen, who had left home on Saturday afternoon in perfect health, was dead. Mr. Hazen Dowlin was unmarried and 28 years of age. On Saturday evening he drove to Hillsboro to visit friends and was returning on Sunday evening. He stopped on the
way up at Mr. David Duffy’s, Stony Creek, to take tea, and while at the table a piece of boiled beef stuck in his throat and he choked to death in about five minutes.—

A Mentiva of the City Council was held last evening. The Clerk read the returns from the election in Ward Four, and the Re- turning Officer’s declaration of W. W. Stum- bles’, jr., Esq., being elected by a majority of thirty-four votes over John P. Tanton, Esq. Councillor Stumbles was then appointed to fill vacancies in the different Committees,
A letter was read from E. J. Hodgson, Esq., in reference to the appeals from the Stipen- diary Magistrate’s Court. It informs the Council that, with the exception of one, all the appeals were aflirmed, and explains the reason this particular one was lost.
The Acting Recorder commented on the matter at considerable length, and showed the great difficulty which was in the way of re- covering taxes under last year’s Assessment by-laws. According to Statute the mere pro- duction of a by-law is not evidence of it being law; but you mast prove by your minutes that it has been passed at a duly organized meeting of the Council, with four-fifths of the members present. He instructed the Council at length regarding the further mode of passing the by-laws.
A number of newly codified by-laws were then passed, after which the Couneii ad- journed.
