‘+ [t is as true that there is a Northern re- bellion now, as that there was a Southern re- beliion five years ago. Rebellion has simply changed into locality. But just as it fared in one section, it will inevitably fail in the other. It can have no other future than a fu ture like its past—a future of blood, humili- ation and misery. Tor years we have invok- ed all the patriots of the whole country to pat down rebellion in the South; we now in- yoke them to quell rebellion in the North.’

The Wilmington Journal recognizes the ex- istence of a ** fractional party” in North Carelina in favor of the adoption of the amendment to the Constitution, and says Can- didates in several parts of the State are ran- ning fur the Legislature on tha¢ platform, but argues against it in the following fashion :
