OPENING OF THE LEGISLATURE. ' Mox1).u',April 9, 1866. His Excellency the Lieut. Governor and Suite, came: down to the Council Chamber this day, and opened the!

Session with the following SPEECH to both Houses :—

Mr. President, and Honourable Gentlemen of the Legislatzve Council;

Mr. Speaker, and Gentlemen of the House of Assembly;

I am happy again to meet you, and to have Recourse to your Assistance and Advice.

In accordance with the Notice given by the Government of the United States, the Reciprocity Treaty between that Power and Great Britain has terminated: It will be for you to consider what Measures should be adopted in regard to such Commercial Interests as are aﬂ'ectcd by the Abroga- tion of this Treaty.

At the Suggestion of Her Majesty’s Principal Secretary of State for Foreign Affairs, a Council was summoned by the Governor General for the purpose of furnishing an Opinion to the Imperial Government in the Negociation of Commercial Treaties, A Delegate was sent to represent the Interests of this Island at this Council. The Report of its Proceedings will he laid before you.

It was also deemed expedient that this Island should be represented on the Mission which has been sent to the \Vest Indies, Brazil and Mexico: The object of this Mission is to ascertain in what Manner the Trade ot the British North American Provinces with these Countries can be extended. 1 have not yet learned the Result of this Mission.

The general Prosperity of the past Year has been marred by the civil Disturbances which took place in several Parts of this Colony. Misled by ignorant or designiﬁnn’ Men, Tenants were induced to form themselves into an‘Associa- tion with the avowed Intention of withholding Payment of their Rents, unless their Landlords consented to sell their Lands on such Terms as this Association chose to dictate.

The Law was openly and systematically set at Deﬁance, and it became necessary to use extraordinary Measures to enforce it. A Requisition was, therefore. made for a Detach- ment of IIer Majesty’s Troops, to aid the Civil Power, and the Authority of the Law has been ﬁrmly and impartially maintained.

Papers on these Subjects will be laid before you.

In the Preamble of the Act under which the Barracks in this City were sold, you pledged the Colony to provide suit-

able Accommodation for any Troops that might be stationed here. New Barracks have, therefore, been erected, and you will be asked to concur in a Measure for appropriating the Money arising from the Sale of the old Barracks to—; wards the Expenditure incorred in building these at present occupied by the Troops.

I have recently concluded the Purchase of another Estate from one of the Proprietors: It is my Intention to con. I tinue to buy out the Rights of the Landowners, whenever I am enabled to do so on reasonable Terms.

Mr. Speaker, and Gentlemen of the House of Assembly,-

1 have given Directions that the Public Accounts for the past Year be laid before you.

The Revenue is the largest which has ever been collected in this Island, and would have been more than suﬂicicnt to meet the Ex enditure, had it not been for the extraordinary i Outlay whic was caused by the Measures necessary for the ’ Suppression of the Disturbances occasioned by the lawless , Association to which I have alluded.

The Estimates for the present year will also be laid before you. They have been framed with due regard 'to litionomy.

Mr. President, and Honourable Gentlemen of the Legislative Council .-

ﬂfr. Speaker, and Gentlemen of the House o/‘Assembly;

You will, 1 am sure, have observed, with just Pride, the Loyalty and the Spirit which your fellow subjects in the neighbouring Provinces have displayed, when threa- tened by piratieal Attacks at the hands of lawless Men. 1 know that, should an Emergency ever unfortunately occur in this Island, I could rely with Conﬁdence on a like Spirit in its Inhabitants of every Creed and Station. But I must seriously urge upon you the Necessity of doing all in your Power towards making due Preparation for such an Emer- gency by giving your earnest Consideration to the Laws which at present regulate the Militia and the Volunteer Force.

I am glad to inform you that the Stock, purchased in England for the Model Farm, arrived in a very satisfactory Condition. I am conﬁdent that you will cheerfully give your Concurrence to such a Grant as may be deemed neces- sary for the Support of an Institution so well calculated to advance the Agricultural Interests of the Colony.

I now commit to you the Business of the Session, with the fervent Prayer that your Deliberations may, under the Divine Blessing, conduct: to the Welfare and Prosperity of this Island.

UBLIC Notice is hereby given. that Her Majesty’s Supreme Court of Judicature, for Queen’s County, will be held at the Court House, in Charlottetown, on Tuesday, the lst day of MAY next, at the hour of 10 o’clock, forenoon, ot the Same day. of which all Justices, Coroners, High and Petty Constables and Baililfs, will take notice, and laying aside all manner of business and excuses whatsoever, be then and there to do and l‘ullil those things which by reason of their several ofﬁces shall be to be done. SHERIFF’S SALE.

Y virtue of a. writ of Fieri Facias to me directed, issued out of Her Majesty’s Supreme Court of Judicature, at the suit of George Beer, George R. Beer, and Lemuel Lowdy Beer, against John Noble, an aliSont debtor; I have taken and seized as the property of the said John Noble, an absent debtor, All the right, title and leasehold inteiest of the said John Noble. in and to 44, Acres of Land, with the Buildings thereon, situate on Lot or Township Number Thirty-two (32). and bounded us lollows, viz; Commencing at a stake ﬁxed on the west side of a. road leading from Tryon to Charlottetown, being the northeast boundary stake of a tract of Land leased to John Culdron, and from thence by a line running north, seventy-three degrees and thirty minutes west, the distance of 87 chains and seventy-ﬁve links, to the division line of Lots Thirty-two and Thirty one; thence North, in said line, ﬁve chains and thirteen links ; thence South, seventy-three degrees and thirty minutes east. to the said line of road; thence south- westwardly along 'said road, to the stake or place of beginning, in Queen’s County, and I do hereby give Public Notice, that I will, on Saturday, the 13th day of April, 1807, at 12 o’clock, noon, at the Court House, in Charlottetown, in the said County, set up and sell, at public Auction, the said property, or as much thereof as will satisfy the levy marked on the said writ, being £99 Gs 3d, besides Sheriff’s fees and incidental expenses.
