The Socialist Bill.

By two hundred and twenty-one votes against one hundred and forty-nine the third reading of the German Anti-Socialist Bill was passed on Saturday, when Prince

sismarck read a message from the Em- peror, authorizing him to close the Reich- stag.

‘the Standard severely condemns the Bill and says it will not raise the German Em- pire inthe estimation of those persons whose opinion is supposed to be most valued by enlightened and _ progressive States. Seven years ago they, for the most part, rejoiced over its foundation. The most thoughtful of them are now deeply anxious concerning its futuye. The Bill will probably, besides other mischief, in- crease the number of Socialists, and we cannot but be astounded at the forcible levity of Bismarck’s statesmanship.

The Telegraph says: ‘‘ Prince Bismark’ seems just now to be compassed about by a cloud of enemies ; and as for his friends, those who voted for his billin the Reich- stag, like Bailie Nicol Jarvie’s kinsman, ‘they are but on the north side of friendly. They do not believe that there is any real use for a bill so stringent, or any real ad- vantage in a policy so thoroughly military as that which the, Chancellor tries to force upon them. With politicians of all shades against him, and the nation groaning under the burdens which he heaps upon it, Prince Bismarck is entering on a hazardous path if it be true, as stated, that he still enter- tains the idea of getting the army removed from Parliamentary control for a further term of years. The debate on the Socialist Bill will not have been in vain if it warns him of the rising storm of discontent and hostility which he is raising in every quar- ter, and if it induces him to abandon the design of turning Germany into a perma- nent military camp.”

Bisnopric or Liverpoor.—-At a meeting held in Liverpool (England), on the 25th ult., steps were taken to raise a fund for the endowment of 1 Bishopric of Liver- pool. It was proposed to make the capital sum £100,000 or not less than $90,000. It appears that a sum of about £63,000 has been raised. The project will apparently be successful. Mr. John Torr, M. P., is the honorary treasurer.

ou the 7th inst., greatly excited, and held a consultation with Inspector Dilks. He stated that the body of A. T. Stewart was missing, the vault broken open, the casket found in the vault, but the body gone. Dilks at once sent out a general order an- nouncing the theft of the body. The de- composition of the remains is so offensive they could not be concealed ; this is ap- parent from standing at the opening of the vault this morning.

The Dundee steam whaler ‘ Arctic” (Captain Adams) has arrived at Thurso with very gloomy news from the whale fishing. She has on board Capt. Gravill, who reports that his vessel, the ‘‘ Camper- down,” was totally lost amongst the ice on the 10th of October. All the crew were saved. This season’s fishing has been an almost total failure. Captain Adams has only one fish. Four other ships had one whale each, and the ‘‘ Jane Mayen” had two. ‘Che remainder of the ships were clean on the 13th October, when they bore up for home. :

A very important legal point was raised at Bow Street Police Court on Saturday, in connection with-an adulteration case. The adulteration was admitted, but the defend- ant contended that asthe Act required the adulteration to be to the prejudice of the purchase, there was no case, inasmuch as the Food Inspector, buying the article merely for the purpose of analysis, was not therefore prejudiced. Sir James Ingham said he believed the Lord Chief Justice had upheld a decision of. the Scotch Judges to that effect, and adjourned the case for fur- ther consideration.

Major John Bellamy, of the 2nd Batt. of the 17th Regiment, has shot himself at the Shorncliffe camp. He had been in a very depressed state of mind for several weeks, and was about to go on sick leave. The deceased officer greatly interested himself in the Velverton case, Mrs. Longworth Velverton being a relation of his. It is stated that he spent the whole of his for- tune in defending the case on her behalf, and that he was left almost, if not entirely, dependent upon his pay. His body was found lying on the floor of his quarters. Deceased was a favorite with the men, and greatly respected by his brother officers. He had been over thirty years in the ser- vice.

The committee for providing Russia with a volunteer fleet has for some time had under consideration the question of build- ing a special cruiser, and with this view de- sired the advice of leading shipbuilding firms as to the cost of construction. The type desired is a vessel capable of steaming for at least ten days, and to be able to at- tain a high rate of speed, to carry two torpedo boats and an armament of five guns and two mortars, and to have a compliment of 150 officers and men. Following the English example in the construction of re- cent despatch vessels, steel is to be the material of which this model cruiser is to be built.

A correspondent at Venice, whose letter is dated October 19th, writes :—‘‘The sui- cide of Count Bismark. a cousin of Prince Bismark, has made a great sensation here. It took place in an hotel on the Grand Canal. His brother and his nephew arrived to-day, having been telegraphed for. The suicide has been of a peculiarly shocking character. The Count first cut his throat, and then getting into bed finished his life with a revolver. He was a single gentleman of peculiar habits, and whose manners de- noted that he was very queer and crazy. All his papers were immedaitely sealed ip pending the arrival of his relatives, who are respectfully named Count von Bismark, Bohlen and Captain von Malorte. in the first instance the wild rumor went through the city that Prince Bismaxk himself had committed suicide.

A sad fatality two days after marriage is reported from Islington. Mr. John Schmidt, aged twenty-one, a German, and a furrier, of 94 Elmore road, had been married on Monday, and on Wednesday his wife left him in the front drawing-room sitting on the window-sill, with his legs in- side, engaged in picking off the dead leaves from some flowers and shrubs which grew along the narrow balecny outside. Whilst thus engaged he was seen by a man named Ford, who was on the opposite side of the road, to apparently lose his balance. Al- though he endeavored to recover himself by his legs, he was unable to do so, and he was precipitated backward into the area beneath, falling on his head on the stones. He was picked up in an insensible state and only survived half an hour.

The blood and iron policy of the Germzn Government has created a terrible opponent; Here is a woeful picture by the London Figaro :—‘‘In Berlin the Emperor is in jeoe pardy outside his palace. The Crown Princess is suffering in health from the co stant apprehension about the life of her husband. Though Prince Bismarck has a body of police to watch his residence, he is alarmed and nervous, and day after day he opens and reads letters telling that he will soon be murdered. Count Von Moltke, whose life is also threatened, says that only the dead and defeated are happy.”
