CLEVELAND (AP)—-Steel ingot production skidded back down two points to 01 per cent of capacity last week, but the, magazine steel says a time-tested barometer still suggests an upturn.

The barometer is scrap prices. The magazine says its price com- posite on steel-making scrap rose $1.53 a gross ton last week over the previous week.

The gain brought the composite to $27.33 a ion, the highest since mid February.
