Among the horses at Brockton Fair Grounds a week ago was the Billy Hood stable with the two-year-old Frank Adams by Watchim. and Del Millar by The Widower. There were some sev- enty horses on the grounds and their presence there has renewed Interest in harness racing and no doubt it will share in the annual fair's entertainment this fall. In the long ago Brockton Fair was outstanding and Maritlmers by the hundreds went there. Harness r clng and vaudeville were the big attractions and in 1910 a number of horsemen from this Province took part. Some years ago the management changed and the trotters and pact-rs were re- placed by the runners.

One of the most talked of horses at. Sarstoga Raceway, Saratoga Springs. N. Y.. is the trotter Lew Hanover. a four-year-old that has never won a race but his own- er. Arleigh Wllking of Marion. Ill., has a price of 550.000 on him -he has already turned down an offer of 640,000. Ever since his arrival at the Raceway his stall has attracted a tremendous num- ber of visitors. The reason he is held so high is because at Lex- ington. Kcntucky. last fall he trotted a workout mile in 2.0). US. He is also well bred and his win- nings make him eligible to any class. He in now entered in seven stakes at Saratoga. Bi Shively. 73-year-old sulky veteran. the man who 3 training and will drive him, says there is no question of his speed and he should know. because he drove Rodney to his record of 1.57 25.

Good Time. 1.58 US. harness I-acing's leading money winning pacer and harness horse of the year 1949. will race for more than -1 quarter of a million dollars this season. Frank Ervin. his trainer, rays that he will race from June until December and from New York to California. Stops along the way will be made at Missouri. Illinois, Indiana. Kentucky and Michigan. He is owned by Wil- liam H. Crane. the man who stages the Hambletonian at Gosh- en; N.Y.. and is the principal own- er of Yonkers Raceway. While travelling program of Good Time Is certainly an extensive one it does not begin to compare with the trans-continental jaunts made in the 1870's by Goldsmith Maid .14 U4. with the famous Bud oble as trainer and driver. In hree year: Good Time has made 5 starts and has won 41 of them. His total earnings are 3157.904.

Among the horses being train- d at Saratoga Raceway. New ork. is Anti-Aircraft 2.03. He as been shifted from the pace to he trot and his trainer. Fred Parkes. says if he stays sound as he is now he should get a share of the money. He has worked nicely in 2:25 with considerable speed at the end of the mile. Anti-Aircraft gave no indication of being a trotter while raced in the Maritlmes but his granddam was one of the best on the Grand Circuit.

I am also enclosing a copy of the 17th An- nual Convention of State Racing Commissioners. You can look it over. especially on page 46, where the details of the testing are pretty well outlined. Everyone on P. E. I. and especially those interested in horse racing, has at one time or another been concern- ed re the saliva testing of race horses for stimulants used - or thought to be used. At the pre- sent time we have here at Hag- yard's. Dr. Claude Mauberret of New Orleans. La. Dr. Mauberret is the state veterinarian for the Louisiana State Racing Commis- sion. He has been associated witn the saliva and urine testing of horses raced over the fair grounds race track at New Orleans for the past few years.

"I know that the horse race peo- ple of the Maritimes will be in- terested in getting some first hand information re this import- ant matter. Dr. Mauberret and I have discussed the procedure on a number of occasions. In a few sentences I shall endeavor to give the highlights. Prior to each race the track veterinarian. or Dr. Mauberret. observe each horse in the paddock not only for any use of a stimulant but also for soundness. Either the track vet- erinarian or Dr. Maubcrret follows the horses or is present at the Starting Gate in case of accident or some other difficulty. Aftei the horses leave the Starting Gati- they proceed to watch the horses as they pull up at the finish. On instructions from the judges stand a designated officer is assigned to the winner or any other horse as the judges see fit to assign an officer to. The officer thcn ac- companies the horse to the win- ner's clrcle or to the paddock. The state veterinarian or his as- slstant takes the saliva spec- imen.

This procedure consists of usinga swab and a collection container. The swab is rubbed up and down on each side of the horse's mouth until saliva runs freely. it is col- lected in the container and two ounces of water is used to rinse the horse": mouth out. The train- er then signs for the collection and before his eyes the container is sealed and the specimen is shipped to the laboratory for test- ing. At the same time six urine specimen collectors are on hand to collect urine samples. One such collector remains with the

animal continuously and for two hours after the horse is put in the stall if necessary. If a col-

lection is made the officer seals it also in the presence of the trainer or groom. This sample is also forwarded to the laboratory for testing.

"From the information, I can gather the equipment used is rather costly and elaborate for testing these specimens. In the first place a trained chemist is necessary and trained technicians to conduct the test properly and make correct interpretations. The- instrument which has proven most satisfactory is the spectra- photometer. Dr. Mauberret states that the saliva specimen alone just doesn't get it and the la- boratory requires the urine spec- imen. This is the procedure briefly and is exactly the man- ner in which the test is conduct- ed. One can readily see that the whole procedure if properly done is an expensive one. in my opin- ion for too expensive for the race tracks of the Maritlmes at the present time.

"in all the years I have been associated with the horse game I can truthfully say that it is a fully recognized fact among horse- men that most so-called recognized stimulants are of little or no value to any horse. If he is wintered well on a high protein ration and raced well, that's about the most satisfactory stimulant any horse needs to race on. I do not be- lieve any owner would ever con- sent to have his horses checked by any amateur. let alone have untrained and unqualified labora- tory workers say that this horse or that horse has had a stim- ulant admlnistered to him. Although the Association can't give personal supervision to the carrying on of the activities in each Province on such a wide- spread effort it is ready to give every assistance by selecting a capable and experienced player in each Province with whom it will work in close association in or- ganizing and developing the in- dividual program. Their offer to send the two top winers in Pro- vincial play to the Dominion Jun- lor finals. in itself should be a factor on the program that will urge the youngsters on to greater interest and effort.

C. L. T. A.'s choice of Jimmy Palmer to take charge and or- ganize the activities here was a sound one. Jimmy is a keen stu- dent of the game and was himself one of the best junior products in the Province just a few years back and was a holder of the Maritime junior singles crown. He is one of the best senior players in local circles at the present time, but he had to do it all the hard way. Jimmy never had t .advantage of learning the prop technique and fundamentals of the game which the present program he is under- taking has to offer the young-

sters this year. Jimmy did it all on his own natural ability. plus the few opportunities for in-

struction offered while going to college. That is one of the reasons why he is so keen an undertaking the present pr ram. something that will give t e youngsters a good start under organized plan- ning and instruction.

Mr. Palmer's el'l'l.hU6iES'l'i'l and keenness on the project is evid- enced by the manner in which he has gotten things organized and set up in the short. space of time he has been home after the con- clusion of his law studies for this year. He has contacted all the City schools to organize the schol- astic groups thcre and has already set the dates for three tourna- ments this season. which will in- clude City and Provincial junior championship play and Provincial interscliolastic competition. Jim has done a good job in enlisting a staff to work with him, too.

Earl Nicholson. physical instruc- tor for P.W.C., will take charge of organizing and running the scholastic group. while Herbie Hughes will look after the in- structional needs of the young- sters. and will be on hand every Saturday morning at the Char- loltetown Club courts for that purpose. Ted Strain. another well- known local athlete, will assist with the summer's activities and will also take charge of a propos- ed indoor tennis program during the winter months. All four of the boys will give of their time and services free of charge. an admirable gesture and another good reason why the youngsters should give the program their fullest support and co-operation by turning out and taking the ad- vantage of the opportunities of- fered.

one evening this week I had a visit from Messrs.Addy and Couch two wildlife officers here to study the current waterfowl prospects. Addy is from the U. 8. Fish dz Wildlife service, Washington. DC. and Couch represents the Domin- ion Wildlife Service. Ottawa. Both were optimistic over the duck prospects, particularly blacks and Blue-wing teal. They have been in the province for the best part of a week and have used a plane for a. general check and a conoe for a close field study of specific areas. I have found this spring that the black ducks have been behaving better. Pairs have been on location since early in April and gave every spearanca of being in a homemaking mood.
