Captain Welshs Release.
We feel sure the majority of our readers ll be pleased to learn that His Excellency the Governor General has commuted the remaining term of Captain's Welsh’s period ot imprisonment, and that he will be dis- charged at the expiry of his two years in the Penitentiary.
Captain Welsh was, of course, in the eye of the law, guilty of the crime for which he was convicted, and the Judge who presided at the trial, and the jury, only discharged iuty when they found the prisoner But at

closer business relations with Canada, 18 now in session at St. Paul, Minn. Senator Hoar, who isthe chairman of the Com-
mittee, expressed himself as follows, about

‘*\We have visited San Francisco and all Californian points. From there we went up to Portland, Seattle, Tacoma, and other points, investigating as we went. At every place we held a meeting and took the teati- mony that was freely voluntered to the commercial relations with Canada. Of course we have nothing to do with any projects for
closer relations, politically speaking, but we are anxious to find out the sentiment of the business relations. When the fisheries treaty was thrown out by the Senate it left the question of our relations with Canada in a queer position. Legislation

The petition for the repeal of the Canada Temperance Act will be voted upon in the County of Elgin, Ont., on the 3rd of July. The Act was put in force there on the 26th May, 1885. An order-in-council has been passed revoking the Scott Act in Leeds ani Grenville.
-The Detriot Free Press is at times amusing! Ina late issue it says it wants to see the right of the United States “to catch tish anywhere on earth” fully estab- lished. We have always been of the opinion that it was the right to catch fish in water the Americans were after. But, of course, the Free Press knows better.
\ Montreal despatch says that the Rev. Mr. Campbel!, who was sent into the east- ern townships to work up the anti-Jesuit agitation, has met with very poor success. His meeting at Waterloo was composed of 20 persons, mostly ladies; at Sherbrooke it was very little better, and at Cowansville the meeting was postponed. In short, the agitation has turned out to bea large fiasco, the Protestants of the townships persisting
in their sapport of Sir John Macdonald and Hon. Mr. Taillon.
Late news from the Samoan Islands is to the effect that the natives, though appre- hensive of the future, show no ill fee ing toward any of the foreign powers. They assisted German sailors in getting the Olga afloat, and their divers have been helping Germans and Americans to recover treasure ane, wages and other material from the

REPLY.
My Dear Frienps :—The regret which you have so kindly expressed at my departure is, I assure you, deeply shared by myself. It only required this last token of your love for me to deepen my regret into positive pain that I am obliged by my conscience to leave you. You express anxiety for the future of the congregation because of the divergence arising from your rector’s change of views. The difference between us is « difference of opinion, a very important difference in my estimation in regard to certain points of Church doctrine, but nevertheless solely a difference of opinion; and it is one of the most satisfactory characteristics of our beloved Anglican Church that sho is broad enough. to contain these varieties of opinion ‘* High” Churchmen and ‘ Evangelical” Churchmen are not opposing forces. They are allies fighting a common enemy, Satan. The differ- ence is that they fight with different weapons. I believe the High Chureca sword to be dull, yet let us all be loyal to our conscience, to each other, to the Anglican Church, and to Christ, and we need have no anxiety as to our future fas individuals or as Churchmen. But, though allies, each must be allowed to fight inhis own way. Wecan fight in the same army, but notin the same regiment, in the same Church, but not in the same congregation. The divergence, as you know, arose from the Rector’s change of views as expressed byShim to you at your annual meeting. As fellow graduates of Wyclitfe College, we were agreed when I came here. He tells you he has changed, I have not, hence we differ. But the difficulty, it is hardly necessary for me to say, is not in any sense a personal one, it is entirely a question of doctrine, and the pain I feel at being obliged to leave my friends in the congregation, is heightened by my sorrow that lam obliged at the same time to forgo the helpful guidance of a kind superior, as well as his brotherly companion- ship.
Permit me to thank you _ earnestly for your many acts of kindness to me during the past year, and especially for this substan- tial evidence of the high esteem and affection with which you honor me. When any of you visit Nova Scotia I hope you will not fail to come to St. George’s, Seo Glasgow, where I can assure’ you a hearty welcome from the Rector and his people. May God bless and prosper you, and I hope that the happy inter- course between us, begun in our portion of the Church, militant, may be renewed in the Holy Church, triumphant, where we will learn our Church Doctrine direct from its fountain head, from the very lips of our bless- ed Saviour himself.

—The production of winter wheat in the state of Kansas is estimated ot 33,780,000 bushels, an excess of 17,644,000 bushels over last year. The areaof corn is esti- mated at 7,260,628 acres, and all crops are in excellent condition.
— Quebec advices say there seems now no doubt that Premier Mercier has decided tv call an early fall session, pass his gerry- mander bill, creating eight more seats, and appeal to the people. L’Electeur has opened the campaign with an eight-column article, making a frantic appeal to the elec- torate. The Conservatives throughout the Province are united and ready for the fray.
—In the course of the recent debate on the French Budget, M. Rouvier, Minister of Finance, adduced facts to show that France was by no means on the verge of ruin. Public wealth and prosperity, he said, had grown as well as the budget. De- posits at the banks amounted to 910,000,- 000 francs, and the capital embarked in shares and other industrial undertakings showed since 1876 an increase of 7,000,000, - 000. The deposits in the savings banks amounted to 2,228,000, belonging to 6,- 492,000 depositors. That was a sufficient answer to the gloomy picture that had been drawn of the situation.
