Premier Abboit Explains His Bill.

OTTAWA, Sept. 9.

In the House of Commons yesterday consideration was given to the Dominion Controverted Elections Act. The House

was also in committee of supply. _ Inthe Senate, Premier Abbott made an important statement regarding his bill re- specting frauds upon the Government.. He fully explained the difference between the proposed measure and the existing laws. He also expressed the determination of the Government tu proceed against the parties implicated by the recent investigations to the fullest extent of the present law. Senator Power was very anxious that the Senate should take action in the case of the Quebec officials who tad disobeyed the Senate’s summons to attend, but the Senate Ceclined because they had secured the evi- dence which these 6fficials were expected to prove, Senator Power’s animus was very plain. He wishes to involve the Sen- ate in a dispute with Quebec authotities.

Ovrawa, Sept. 9.

Before the public accounts committee further evidence was elicited of commis- sious paid to Senecal. Mr. Scott, book- keeper for the Dominion Type Foundry, said that Crossby, their manager, conducted all negotiations with Senecal. Crossby is in Britiah Columbia, but will be here next week. Seott tried very hard to implicate Hon. Mr. Capleau. He swore that their firm imported part of the type supplied the Bureau from the States and paid no duty. Chapleau showed that Mr. Romaine, an old official of the Government, had fixed all the prices and taken that into account.

Scott then swore that the Government order fur type had been cancelled until the company paid fifteen

hundred dollars to the Conservative Asso- ciation at Montreal. Chap'eau said he had some time ago receive! a letter from Mr. Stark, President of the Company, intima- ting that the Company had been assessed for a asvub-cription. Chap- leau wrote repudisting§ any res- ponsibility on behalf cf the Govern- ment. Mr. Stark answered with a leiter ef thorough apolegy which Mr. Chaplesu offered to submit. Stark is grit.

Gilian, assistant manager of the Canada .Papzr Compiny swore that his company gave La Presse no favors or allow- anceson account of sale of paper to the Government. Mr. Lister tried to prove that Rolland, a paper maker, paid Dansereau Chapleau’s secretary, a share of the moneys received from the Government. Rolland flatly denied the charge and the committee stopped further inquiry into Rolland’s busi- ness matters. The committee adjourned till Thursday to continue the investigation, a dozen new witnesses being summoned.

Various rumors are afivat in Quebec as to the difference between the Governor of Quebec and Mercier’s Cabinet. They cannot, it appears, agree upon the course to be followed regarding the scandals, and the ministers may resign rather than concede to the Governor’s naming of the commissioners.

Nasuvitte, Tenn., Sept. 7.—News has reached here from Livingstone, Overton county, that on Sunday night two girls in the family of William Smith, aged 17 and 19, were murdered while the rest of the family were at church. The house had been seton fire, and the neighbors who came to the scane saw both girls lying dead on the floor, their faces covered with blood, and their clothing disarranged. The flames were so fierce that the bodies could not be rescued.

Toronto, Sept. 7.—-An uncommon breach of promise case is underway here. The plaintiff is a man and the wife of Dr. A. 1. Hill, of Norwich, is the defendant. The suit is for $10,009.
