What is insanity anyway?

when we think of how judges, lawyers, and juries wrestle with the problem of what is and what is not, insanity, it is not easy to give a full or complete definition of just what must be found about an individual before he should be caued insane.

If we think about some cases we

know who have become mentally unbalanced we find that they didn't want to mix much with others, wanted to do things differently, weren't much interested in other people even friends or family; in fact didn't want to be bothered or “hemmed in" by rules and regula- tions.

‘These physicians recognize that human beings will always be born with these primal instincts-love, hatc, fear-so that to prevent insan- ity every boy, girl, man and woman must be taught that the good cf the community should be always the first thought.

. ELECTRIC LIGHT BILLS

Sin-I was very much interested in an article in your issue of August l 3rd, written by "Merchant", expres- sing his views of the new "saving" in our electric light bills. May I! express mine on the same subject, from the viewpoint of a private con- T sumer? When I received my bill this week, I noticed that it was $2.33 for 24 K. W. which I considered] pretty steep as I am living "Ii alone ' and only burn one light in f‘; even- | ings and do not use any electrical‘ appliances except perhaps the curl- i lug-tongs, now and then, to '“doil‘ up." I immediately got out June's; bill for the purpose of comparison‘ arid found that I had used 29 K. W. H. and that the charge was $2.36, or just three cents more than what I am now paying for 24 K. W. 1-1.

I took u. stroll in town, and casu- ally interviewed the Company to see what ‘explanation they might have to offer and it was something like this: Formerly, I had to pay ‘l5 cents service charge, but now, it is $1.00 service charge and the first five K. W. H. free “a la Company." In plain everyday language, "a la Consumer," it is $1.00 for the first five watts, or 20 cents a watt for the first five watts and then seven cents for the remainder.

What is this "service charge" any- way? Have consumers ever taken the trouble to know for what they arc paying, or have they gone on and on paying service charge every month without ever having had thei least idea why they were miylng it. One time I asked the powers-that- be, and the only satisfaction that I got was that it was for the care of the wires that went into one's house, etc., etc. Well, there are just 12 families on this side of the street from corner to corner. and until now they have each one paid this '15 cents service charge; that is $9.00 a. month or $108.00 a year for every 12 families in the residential dis- tricts cf this city for taking care of the little bits of wire that enters their houses and for the length of wire that runs from corner to cor- ner. Another thing about this new bill which I have just received, it says that if it is paid before August 10th, there will be a discount of 10%, and on the face of the bill,
