The Scott Act Petition.

Tue names publisked by the Guardian prove that the petition for the repeal of the Scott Act was signed by many persons of the highest respectability. It is probable that the petition would have had the sig- natures of many more such persons if it were not felt (1) that the time is not favor- able to the success of a contest, and (2) that nothing to the advancement of tem- perance can result from s contest at this juncture.

Those who are known to be interested in the liquor traffic aflirm that the liquer dealers will, with almost one consent, vote against the petition. On the other hand, we see that the Guardian and the Patriot are both—notwithstanding the prevalence of drinking and the deaths which have resulted from drunkenness our midst—out in opposition to it, inference being that of

of 1887 will vote against this one. The retention of the Act must— if both parties state that which is true—be the inevitable result of a poll of the rate- payers at this juncture. This result will fasten it upon the cityfor the next three years. We cannot suppose that its oppon- ents desire to make it impossible to get rid of the Scott Act until after the expiration of another trienniel term. Therefore, it is not surprising that the petition has not been signed by a larger number of our lead- ing men.

Besides, we have no other law to fall back upon; and, it is as certain as anything can be that another law will not be passed during the next sessien of the legislature. Consequently, the old cry that ‘‘if the Scott Act be repealed there will be free rum,” will be revived. We know that this cry was an effectual one in the..last con- test; and we have no good ground for con- cluding that it will be less effectual in the course of the contest that will ensue if the petition be forwarded to the authorities at Ottawa.

But there is another and different reason why it may be unwise to force a contest at this time—a reason much more philosophical than any that has been adduced. Henry George promulgated, not long since, the theory that the best way to abate the evils of the liquor traffic is to do away with “privilege” in the sale of liquor. Would it not be well to have this theory thorough- ly tested here. No one has any ‘“‘privilege’ under the Scott Act. Every one drinks who wants to drink, and every one is in the liquor, business who cares to be in it. Every liquor dealer runs the same risk. Consequently,the profits of the business are widely distributed, and not‘so large as they were in the days of “privilege.” This re- sult is not productive of harmcnious action on the part’of the saloon’keepers. Already there are signs that the solidarity of the liquor interest is impaired. Perhaps a lit- tle more “‘unprivileged” liquor selling will work a cure of the evils of the liquor trafic. Therefore let us have the Scott Act and unprivileged liquor selling a little longer. Let the new theory be well tested.

Petitioning the Minister of Railways.

As intimated by Tue Examiner a few days ago the business men and others of Souris, St. Peters, Morell, Georgetown and other points along the eastern branch are petitioning the Ministerof Railways with the view of having the second train con- tinue running until the first of January each year. Hitherto this train on the east- ern branch has been withdrawn about the middle of November—one of the very busiest times of the year for eastern ship- pers. The consequence is that after it is withdrawn, potatoes and other perishable articles arriving by evening train have to be shipped on board vessels during the night to prevent them from being frozen before morning. As eastern ports, especially Seuris and Georgetown, remain cpen long after western ones‘are closed, we certainly think that it would be in the interests of farmers and shippers alike if the second train were left om longer in the fall. The railway, too, would profit by the change This being the case, we hope that before the new time table is issued this important matter will receive attention and that the request of the petitioners will be granted.

A New Worx.—It is stated that Mr. James Hannay, authorfof the history of Acadia, and editor of the St. John Gazette is now engaged on a new work to be issued in Fe next, entitled the Life and Times of Sir Leonard Tilley. The .Responsibiity and Duty of Canadians.

Principal Grant said in the course of his great speech at Toronto :

We are a free people. Let us show that we can act as freemen. Let us send to Parliament men who are free, and not the bondmen of party; men who are prepared to support either of the existing parties in its general policy, but who can be trusted to draw the line there; still better, men who will not attend party caucauses, who will not seek office or ask for favors, but who will be true to their constituents and true to the sacred trust of the country. It is not enough that members of our high court adjudged guilty of ‘‘dishonorable, scandalous and currupt conduct” should be frozen out and kept out. If we calla mana thief we can no longer have him as a com- panion, except by going down to his level. What is true of the individual is true of a court, and the more august it is, the more necessary that it guard its ewn honor. But we must have more men in parliament like outspoken Professor Weldon. I am proud of the present House of Commons. It is the best, because the most independent, that we have had. But we can make the next better, and it is time for us to be pre- paring to do our duty in this all important matter. Of course, itis hard to find the right men, but they are to be found. In the search for them, however, the old adage that “One volunteer is worth two pressed men” must be vigorously reversed. It is harder still to get constituencies to

elect the right men, but the day is coming when constituencies will can- vass their wisest man to accept the

nomination instead of expecting him to canvass them, and when all entrusted with votes shall be required by law to go to the polls, on penalty of being disfranchised. That is the kind of penalty that nature inflicts for neglect of trust. She gives us limbs, senses, faculties, but we must use them or lose them, whereas the blacksmith’s arm gets strong and the artist’s perception true, and “drawn wells waste not,” What an inspiration thero is in having a share in the making of a nation, and what a position Canada is in to become a great nation. I do not refer to greatness in area or wealth or population. These are the lowest standards. It is lunacy for men to talk of Canada having a larger area than the United States, if they mean to imply that Canada had anything like the extra- ordinary variety or boundless extent of na- tural resources. Ir making the boast, too, they add, “if we exclude Alaska,” as if Alaska did belong to the republic, or as if it were not worth a million or two of our frozen square miles between the north pole and Labrador. Canada is never likely to have more than a tenth of the population of the United States; but five millions growing gradually to ten within the life-

time of some of us, are as many as one can get his arms round and enough certainly to mako a

nation; as many as England had in the great days of Elizabeth; far more than Athens had in the century after Marathon when she bore the statesmen, poe:s, phil- osophers, historians, mathematicians, men of science, artists and teachers‘at whose feet the students of the world have sat for more than two thousand years ; far more than Judea had in the golden age of that prophetic literature which is still so largely our guide and our inspiration to rightous- ness; far more than Rome had when her sun was atthe zenith, for the glory of Rome was not when she held the east and west in fee, and Christian emperors like Constantine and Theodosius the Great ruled the world, but when, defeated at Trebia, Thrasymene and Cannex, her fields wasted, her veteran legions annihi- lated, her young men _siain. or prisoners, scarce freemen enough left in Rome to form one legion more, she still wavered not an inch, but closed her gates, forbade mothers and wives to ransom their captive sons and husbands, and re- fused to discuss terms of peace while Han- nibal remained in Italy. Oh, for something of that proud consciousness of national dig- nity and of that stern public virtue which is the strength of states! Why should we not have it in Canada to-day. We come of good stock. It is not more millions either in men or money that we need most, but more of the old spirit inthe men we have; not a long list of principles, but a clear in- sight into those that are fundamental. To give to each province a free hand within its own sphere, to be tolerant of diversities to deal equal justice to all, to treat minor- ities considerately and to have faith in our country, this surely is a creed that can be taught at every fireside and in every school as well as on the hustings. These princi- ples, tenaciously adhered to, will be suffi- cient. These duties, honestly discharged, will shed light on our course from day to day. Weare asked simply to be true to ourselves and faithful, and to every broth- erly covenant. With that spirit in our people, the national position of Canada is full of hope for the future and impregnable against every attack.

Tue Navat Batit.—One of the most brilliant balls ever held in Halifax came off on Wednesday night. Six hundred in- vitations were issued. The bail was given in honor of the Governor-General and party by the officers of the fleet. Prince George was one of the hardest workers in preparing for the affair and one of the most enthusiastic dancers during the night, missing but very few of the dsuces on the programme. He took the first valse which opened the ball, with Mrs. Captain Aitkin- son of the Comus. The decorations were magnificent, seventy men from the ships having been at work for it in the exhibition building where the ball was held for the past ten days. The list of invited guests included Mr. and Mrs. Newbery, Miss Newbery, Mr. B. Newbery, and Mr. and Mrs. Ball, and the Misses Ball, of Char- lottetown.

The Egg Trade. Some time before the McKinley Bill came into force, the editor: the Z'rue Wit- ness, being intimately acquainted with per- haps the most extensive dealer of dairy produce in London, communicated with that gentleman. The following important letter has been received :

My Dear Srr,—In reply to your favor of September 29, permit me, in thanking you, to enclose a paragraph respecting the egg trade here in London. I have been associated with the trade for the last 25 years, both here and in connection with our French houses in Laigle, France. I am constantly handling

aoa (eggs) from France, Italy, Germany ungary, Russia, etc. Time occupied in transit of goods from Russia is at least 10 days, and as yours would reach us in less than that time there is no doubt of their being in good condition for sale here, and I can place any quantity weekly on the London markets of Canadian eggs if sent fresh and properly pack- ed. From samples of 185 cases Canadian eggs which I placed iv our market here the univer- sal testimony of the buyers places them on an equality with the finest of our home products, and if goods of this character can reach us pro- perly packed and uniform in quality in regular and weekly consignments, there is practically an unlimited field for them, and a brilliant future before the senders, as they will always command two prices. Some idea can be formed of the capacity of this country for absorbing the products of other nations by the enclosed extract relating to im- ports of eggs, butter andmargarine. Infact we couldabsor! =i your Canadian egg produce with the greates’ of ease, so that your people need not be als:ined about the effect of the Me- Kinley twiff. The principal things to be avoided are bad straw, loose and careless packing and handlingin transit. The straw best suited for packing is oat straw and husks, thoroughlp dry and by no means to use barley straw.

Twenty-one millions of pounds sterling was paid by England last year to conti- nental countries for dairy produce alone. The butter and margarine imported weigh- ed over three million hundredweights and the cheese nearly,two millions. The eggs amounted to eleven hundred milion. These immense quantities will probably continue to be imported until inland freight charges become reduced. At present it is cheaper to send packages to London from Belgium than from many parts of Yorkshire.— London Daily News.

The Late Storm.

The barkentine Cleopatra, of Baenos Ayres, loaded with 168 standard of deals at Miramichi and bound for the old country, became water- logged and wrecked off the shore of Lot 1] on Tuesday last. She is a craft of 498 tons, and will be sold for the benefit of all concerned on Tuesday next. She is in charge of Augustus Callaghan, of Lot 11, and her crew, three of whom swam ashore, are boarding at David Milligan’s, of the same place. en are en- gaged collecting the wreckage, who will give an account of the same to Mr. Wm. Hopgood, receiver of wrecks and saub-Collector of Cus- toms at Port Hill. The crew were all saved. Some of whom have already been engaged by Hon. John Yeo to go as seamen in his new vessel to England.

The schooner Josephine, Captain McLean, went ashore at River John during the gale of Sunday last. She was loaded with tanbark, bound for Pictou. At about noon on Sun- day, in the midst of the storm, she bore up and came to anchor under the lea of Cape John, and at six o’clock she parted her chains and wentashore. All handssaved. The ves- sel was owned by the Captain and Mr. Henry Vickerson, She is almost high and dry. |

The Murder Calendar. The Grand Jury at the Criminal Cozrt, Quebee, on the 14th, returned five true bills for murder against Joseph Delamare, his wife and Jean Gauthier, and a true bill against the same for arson. The trial is fixed for the 20th inst. A man named Blanchard was, at the recent seasion of the Sherbrooke (Quebee) Court, sen- tenced to be hanged onthe 12th December next for the shooting of one Calkins at Stan- stead Junction some time ago. The murder was committed during a drunken brawl. A sixteen-year-old lad named Lefebre is under arrest at St. Phillipe, Quebec, for the shooting of a young man named Bergeron, employed on his father’s farm. There had been bad blood between the twe for some time. A few evenings ago, as a Mr, Ouimette, of St. Henri, returned home from Cote St. Paul, he was surprised to find that one of the windows was broken and a stranger installed in the kitchen with a revolver in hand. With- out speaking a word ¢he rascal fired twice at Mr. Ouimette, but fortunately without effect, and in a short time the would-be assassin was in the hands of the police. The prisoner gave his name as Zenon Lemieux, and said he intended to kill Mr. Ouimette, so that he — be sent to the penitentiary to learn a trade.

A Terrible Fire. Exchanges at hand this morning contain further particulars of the great hotel fire at Syracuse, N. Y., on Thursday morning, referred to in THz EXAMINER'S despatches yesterday. It appears that fifty persons perished. Many women and children jumped from windows and were either kill- ed or badly injured. The scenes and in- cidents of the fire were heartrendering in the extreme. One woman was being lowered from the window by a rope,andhad reached the third story, when it became ees parted, and the woman fell to the pavement. Her brains was dashed out and body flattened in a shapeless mass. A man and woman were seen locked in each other’s arms in a window on the fifth floor. Below them was a perfect sea of flames. No possibility of escape except by the open window, and no assistance could reach them. The woman seemed to be anxious to jump, but the husband was earnestly entreating her to desist. The woman made one last effort to jump, but was re- strained by her husband, and both fell back into the room which was 4 mass of flames.

DIED. At Kildare Capes, on the 14th inst., of con- sumption, Joseph A, Ahern, aged 39 years. May he rest in peace.

Courage to do that which it was impossible to get asingle clergyman, either Catholic or Protestant, to do. I fear it is the wrong kind of courage, a kind that will count for very little on the day of election.
