Science is making vast strides towards the accomplishment of what seems pro- perly to belong to the realm of the impos- sible. A man can now swallow an electric light and illuminate the mysteries of his interior without injury, and a sage of the Wuerzberg University, Prof. Routgen, is said to have discovered an illuminant that will penetrate a mao’s flesh and render it possible to photograph what lies at any given depth beneath. Stray bullets, frac- tures, growth, etc., may thus be located and examined without the assistance of surgical instruments. Ifthe professor’s discovery is as great as he claims it to be eurgical science will have achieved one of its greatest triumphs,
According to our commercial reports from New York, business across the line is dull even for this dull period of the year. Generally stocks appear ample for immediate requirements, and doult as to the financial course that Congress will pursue and rather dowbtfyl political con- ditions at home and a»vroad are depressing trade and killing indystry. Collections are, as a rule, siow, and reports from travellers during the last few days men- tion orly a moderate demand, though ac- tivity has increased in dry goods, boots and shoes, aud clothing generally. While the conditions are not, perhaps, as ho} e- ful as might be wished, it is satisfactory to be told that in no direction are they worse, and in several much better, than was the case a week ago.
If Britain has bought the Delagoa Bay dependency from Portugal, the Transvaal will be surroun ied hy British territory,and all the approaches to it will be in British hands. That will be to the commercial advantage of the republic, as at present the newrailroad from Delagoa Bay to Johannesburg and Pretoria is of com para- tively little service owing to the lack of enterprise of the Portuguese colonists. Germany evidently calculated on seizing that road. with scarcely a “by your leave” to Portugal, and transporting troops to Kruger’s assistance. If Britain has now the road and its seaboard terminal guard- ed bya few menof-war, Germany will hardly gain admission. The only other way is from the Cape up. But the Brit- ish railroad to Mafeking will be as effeciu- ally closed. Germany could not send forces through its own territory on the west coast, for afier passing through that trackless region Bechuanaland would have to be traversed.
A letter received describing the situa- tion at Sivas, Eastern Turkey, says the story of the ma-sacre there is a “sicken ing recital of horrors.” “It is one thing to hear of the massacre of 1,500 people,” says the writer, and quite another to wit- ness the shooting of friends and neighbors and walk streets flowing with their blood, and just when we begin to recover breath from the awful scenes here, news comes of their repetition, with even addi- tional horrors, at Manjalvk and Gurun. From a total population of 9,000 Armen- ans at Gurun, it is stated on good author- ity that 1,200 were killed. All Gregorian and Protestant houses were looted and twenty-seven also among the Catholics, Of the houses sacked, 1,000 were burned, including three Protestant chapels. The pastor of the Protestant church and his w.fe are alive, but they lost their home and all their household goods. Three priests of the Gregorian church were kill- ed, but another saved his life by accept- ing the Mohammedan faith. Girl¥ and boys were carr ed off to serve the vile pur- pose of the murderers. Itis said that mothers to save their children from this end threw them into the river. Those who attacked the town were chiefly Kurds, aided by the neighboring bad men of all the Mohammedan races. There were sol- diers enough to have defended the town against all comers from without. Why td not do so is a mystery.”

Tne large optical firm: of Messrs, A. J. Lloyd & Co., 323,325 Washington Street, and 454 Boylston Street, Boston, Mass., have just received two gold medals from the Mechanic’s Charitable Association of Massachusetts, for their exhibit in the Mechanics Fair, recently closed in that city, and lasting fora period of two months, One of these was awarded for best im- provements in optical goods, special st‘er- tion being given to the most scientific ard thorough method of manufacturing and adjusting spectacles and eye glasses suited toall manners of complicated troubles of the eye. The other was one of three given for best all round exhibit in the entire fair, there being some 600 or 700 altogether.
The committee of judges also congratu- lated the representatives of the firm on their skilled workmanship, and upon the courtesy extendel to spectators in show- ing them the many processes of manufac- turing, etc. This is considered a splendid success.
Mr. R. N, Taylor, son of Dr. F. P. Tay- lor, of this city, was one of the represen— tatives of Messrs. A. J. Lloyd & Co., at the Fair, and contributed much to the success of the firm. He is to be congrat- ulated upon being connected with one of the leading optical firms of the United S ates. The firm employs some sixty-five men, and fully seventy-five per cent. of these are engaged in the retail of spectacles and eye-glasses alone.

the richest of the South African million- aires, the largest employer of labor in the land, the half owner of the yacht Valkyrie II[., said the question of. granting the franchise to the Uitlanders was the only knotty point. He was thoroughly convers- ant with President Kruger’s views on the subject. In a recent conversation between Mr. Robinson and President Kruger, the latter said: “If I give the franchise to for- eigners I may as well haul down the T.ansvaal flag.” Mr. Robinson, never- tneless, believes a modified franchise will be given to the Uitlanpers. He claims to know that the visit to Berlin of Dr. Leyds, secretary of state of the Transvaal, was solely for the purpose ot consulting au oculist. Mr. Robinson predicts that in fa- ture harmony will prevail between the English and the Boers, resulting in the federation of the Transvaal and Cape Colony. EE ee

Ministerial explanations were made in both Houses yesterday, indicating that the Cabinet has been satisfactorily recon- structed on the lines laid down in Tue ExamiNer’s despatch yesterday. Sir A. P. Caron having read a statement in the Commons, it was attacked by Laurier and Cartwright, but both gentlemen wholly failed to make any impression on the House, as they will fail to make an im- pression On the country. They found the Ministerial ranks solidly united, the party standing shoulder to shoulder, the breach healed and peace reigning.
The reconstruction has been a_ bitter blow to Grit hopes,and Beausoliels friends who came up here to urge that their mem- ber be taken into Laurier’s administration have had to leave for their homes like so many whipped curs,
Cartwright by his bitter speech yester- esy injured the Grit party, and Hazen gave him a severe chastising for his unjust re- ference to Nova Scotia. Hon. Mr. Fos- ter’s speech was acold and moderate one and a complete vindication of the minis- terial position. Last night the d bate was enl.vened by a slashing speech from Sir C.H. Tupper, who fully explained the reasons which had 'ed the seven ministers to press for the strengthening of the cab- inet,
It is definitely settled that the new Sec- retary of State will represent Cape Breton in the House xf Commons. There being no desire to disturb the existing represent— ation, David McKeen has decided to resign and Sir Charles will take his seat. Sir Charles will proceed direct to Cape Breton where he will address three meetings viz., at Sydney, North Sydney and Glace’ Bay.
Sir Charles Tupper made his first ap- pearance within the precincts of the House yesterday afternoon, and received a magnificent ovation in Room 16. After thanking his friends for their cordial greetings, he said: “I am going to Nova Scotia, my native province, but I will be back in a few days to take my place in the House among you, One thing, however, I want you to remember and that is, that no matter what happens you must stand by the Liberal-Conserva- tive party. We are going to carry the couatry in the interests of Canada and of the Empire.”
The cheers which followed this obzer- vation almost raised the roof. It is under stood that Sir Charles Tupper will be the Leader of the House. All the new mem- bers have been sworn in.
There is noreason why,sunder the new leadership, the Conservatives should not be returned to power with as large a majority as it now enjoys.

The Manitoba elections yesterday re- sulted in a sweeping victory for the Green- way Government, and the advocates of the national school system as a consequence are jubilant. Qut of a total of forty seats three went to the Opposition, three to the Patrons, and two remain in doubt The balance goes to the Government, although many of them were won by very narrow majorities.
