Hitherto their salaries were paid by the Prohibition Com- mission, but their expenses were met out of the revenue of the Province. Under the Liberal Government the surplus gathered by the Prohibition Commission after all expenses were paid,‘ came back to the Provincial revenue, so it really amounted to the salnc thing.

Crown Prosecutors ($1,650) are new oficials named by the Attorney General. Their duties are to assist the Police and Prohibition oflicers and to conduct all cases before the Magistrate's Court. 1t was found desirable to appoint these officers so that the Premier could attend to his otficc duties.

Three Stipendinry Magistrates were appointed to replace one ap- pointed by the Liberals, but the lat- ter was o. Prohibition Magistrate only whereas the present ofllcials will try n11 offenders. Undeljthe Liberal Government o. prosecutor for Prohibition cases was paid as much as the three Magistrates are now receiving.

Public Debt

Dealing with the public-debt, the ' Premier stated the bank overdraft 1m at Dec. 31, 1931, was $1,428.- l08.80. Money borrowed on short loans to citizens, $308,484.23. De- bcnture or bonded debt, $1,805,- 648.08. After allowing for accumu- lations of sinking fund this made a total provincial direct liability of $3,342,241.71, and when we have raised and added to that the amount required to rebuild our pub- lic buildings recently destroyed by fine, our liabilities will have passed the four million dollar mark.

This meant. a. tax on every man, woman and child in the province of some $40.

In the past eleven years the debt had been increased by $165,973. 111 which time two Liberal Govem- ments and one Conservative Gov- ernment have been in power.

The outside audit shows that the Conservatives added $420,100 to the debt. The balance, $1,737,872 had been added by the Liberals.

Jrhis increase inlrecent years, had been largely caused by expenditure on highway improvement and road construction under the federal Act.

The Premier dealt with road i gravelling, showing that the Con- servatives had gravelled 91 miles at a. cost of $69,000 or an aver- age of $758 a mile, as against the Liberal cost of $337,888.50 for 140 miles, or an average cost l of $2,413 per mile. Moreover, the Conservatives had 0991164 1W3! gravel pits and kept the money at home. In conclusion the Premier dealt with the destruction of Fal- ocnwood and Prince of Wales Col- lege and the steps taken to meet the situation.
