The Small Advertisements.

Possibly no agency in modern life exerts a more direct influence upon the actual of the times than the small advertisments. The small ad- vertisments tell who have married and died. ‘The businesschances are given, Articles for sale are mentioned. Places where you may board your horses or where you may buy fine an imals at low prices are named. The lost and the found make a practical contribution, which restores property to its owners. The educational ad- vertisment are guides to parents. The local notes cover a multitude of in terests, closely followed by the person- al, which include many things. The special notices tell what is going on i lectures and meetings and a_ hun- dred departments. The new firms and dissolutions are a guide to the changes in business. Stockholders’ meetings are real news. Religous notices and misceilaneous notices tell of the very important events. The list of unclaimed letters is of value to the whole city.

The for sales and for rent and want- ed to rent, in both city and country are the actual real estate exchanges of the State, in which more property is rented and sold than in any other way.

The legal notices, of course, are of large importance. But, after all, it is in the situations wanted, the help wanted, the wants in general, the boarding, the board wanted, the rooms for rent, and all these intimate necessities of the peo- ple, that a newspaper does an_ incal- cuable amount of good. Amidst the wars and rumors of war the fact that blood is being epiiied in civil commotions in two of the countries of South America is scarcely noticed in the despatches. In Brazil, that Jand of great possibilities and so little achievements, a band of fanatics under the leaderzhio of Antonio Conselbeiro has given the Gov~ ernment troops so much trouble that a supreme effort has at last bad to be under- taken tocrush him. In Uruguay, too, rome 20,000 rebels are under arms, with Gen. Saraivo in command. He is said to be moving on Montevideo, and we may hearatany time of the overthrow of President Borda and his Government.

In the southern States there are nearly 100 endowed schools and colleges devoted to negroelucation. They represeat an it = vestment of nearly $10,000,000, and are maintained at an annual expense of nearly $4,000,000. A conservative estimate plac: s the number of graduates during the last twenty years at $30,000. Some of the northern newspapers assert that the men who furnish the money for the support of there schools should inquire what becomes of this army of negro graduates. The idea that an education is vot its own reward but shouid be a means to an easy liveli- hood is not yet dissipated, but no donbt the proportion of graduates’ who fail to distinguish themselves as such will soon be as large among the Caucasians as among the negroes.

A special to the New York Herald says: The Peruvian Government wil! cease the coipage of silver after May 10, and will nct permit the importation of any silver coin. Director Preston, cf the United States mint, was officially advised to this eftect last week. The decree provides that sil- ver coinage shall be suepended, and that the mint shall cease to receive silver bul- lion. Silver soles, the Peruvian dollar, worth about ninety-three cents American money, converted into bullion for expert sball not be brought back except as bul- lion. All importations of silver «on after May 10 shall be made exclus vely at the port of Callao, and shall be delivered to the mint by the custome cfficer, to be melted into bars and then returned to the ownerr, It is stated that these new rezu- lations are made to check, if possible, ihe rapid depreciation of Peruvian silver cur- rency.
