- I FEEDING HOGS.

Proressor Saunpers said, when he

was here a few days ago, that it had been proved by actual experiment that four to from and a half pounds of oats would, when properly fedto a healthy growing bog, make a pound of pork. At this rate the oats would bring a cent a pound, or thirty-four cents per standard bushel, if the pork were sold at four and a half cents per pound ; and as most of the oats grown on P. E. Island weigh wore than the standard, the price to our farmers would be considerably higher.

Professor Saunders also said that actual experiment at the Central Farm in Ottawa had demonstrated that bogs will tatten we)! upon unground oats, if only the oats be soaked in water fora period of about thirty hours.

It is to be remembered, too, that oats and other grains are the materiais from which shest priced pork is made. That

the hig pork is now most highly prized which shows a streak of fat and a streak of Jean, and is obtained by feeding young hogs with milk and grains, etc., until they reach & weight of a hundred and fifty to a hundred and eighty pounds.

These are points noted by our wide-awake farmers who read Tue Ex- amixer. If Professor Saunders’ state- ments are correct, it will pay mach better

By direction of the Minister of Agricul ture, an Opportunity will be given to young men to learn butter making at the Central Ci. amerv, Charlottetown, or at the creai.ury at New Pertb, both under the management of the Government.

Tiree young men will be taken on every month by Mr. Dillon, Dairy Superinten- dent, to receive wages for one month each at ten dollars ($10) a month. If the creamez:es run during five mouth of win- ter, this will give an opportunity to fifteen young men to acquire a good knowledge of butter-making in a creamery at practically no expense to themselves. These learners will be in addition to the permanent work- ers at the creamery.

The Paria Gil Blas publishes an inter- view with the Paris representative of the Cuban Republican committee, in which he is quoted as declaring that the result of the election is a triumph for Cuba, which, however, he declared, would be free before the new president arrives at the White House.

The Vienna Nue Freie Presse, doubtless inspired by Bismarck, reveals another im- portant state secret. It alleges that early n L876 Russia asked Prioce Bismarck whether Germany would remain neutral if Russia attacked Austria, as the Russian army was tired of inaction. Bismarck in reply re-called the German ambassador from St. Petersburg and informed Austria of the proposition, the result was that the war cloud burst further east over Turkey.

Hog cholera has broken out around Whitebread, in Chatham Township, Ont., and ia spreading rapidly. It appears to be extending all down the Suy, and farmers in the vicinity expect to lose heavily Walpole Island is said to be one of the latest districts infected, the hogs dying off by handreds there. In neither of these districts has its presence before been reported to the press. The carcases of jead hogs are lying all over the island by hundreds.

Prof. Robertson, government dairy commissioner, states that among other improvements in the butter trade of Canada this year is the more general use by creameries of square boxes as package« for butter. These boxes hold 56 Ibs. net, and are lined inside with thick grease- proof or parchment paper. THE PROVINCIAL SITUATION Letter From Mr, W, 8, Stewart, a: Cc.

Sir, —The gentlemen composing the pre- sent Local Government, to whom I have been lately directing public attention, have been very emphatic in their condemnation of a Provincial debt, and once upon atime | event went so for as to announce as part : of their policy to get the couatry out of debt.

In the year 1886 the Hon. Mr. Sinclair spoke in the House of Aseembly as~ fol- lows: “If they continue running in debt as they have been doing, the Provincé will be ruined financially. Itis uo excuse to ray that » former Government had no bet- ter financial statement—tbat they were ex- travagent in expenditure. It is the present we have to deal with and we will tind our debt heavier than ever if achange is not made.” Good advice, Mr. Sinclair, and well would it have been for you and the Province had your government acted up to it.

The member for West River, Mr. Farqu- harson, in the same year had this to ‘say: “He heard more than one farmer declare that they did not care about remaining io a country where the debt was so largé in proportion to the revenue. We want to know where we are, for we are running into debt without prospect of getting out of it.”

Then we have Mr. Sinclairin the eession of 1891 speaking in this way: “I say that no government is justified in adding to and increasing the public debt every year.” While the leader, Mr. Peters, in the . year 1892, after he bad been in power about a year, announced himeelf as follows :

“We came in in 1891 with the distinct policy to get the country out of debt,” and the same gentleman as late as the month of April, 1895, in delivering his budget speech to the Legislature made the following declaration : “The io of the Liberal Government, as I understand it, is to run things so that you will not get into debt.” Splendid promises to be sure, but have any of these promises been kept? Has there been a government in any country that has so miserably failed in carrying out numerous and oft-repeated pledges?

According to the public accounts there was a balance against the Province of $160,681.99 on the 3lst day of December 1891. There was a deficit of $30,439.20 ov the transactions of the year 1891 and as the Peters Government had charge for more than eight months of that year it should in all fairness be charged with $20,292.80 or two-thirds of this deficit. This would make the balance against the Province when the present government assumed the reins of power $140,389.19. That is to say, theonly debt the Province owed on the advent to office of the present Government was a floating debt of $140,- 389.19.

Let us now turn to the public accounts for the year 1895 and see what huge strides these economical professors have made in debt-building in the short space of four years. The hardworking taxpayers of the Province can read therein the following sad tale of brokon promises and incapacity of the men they caw fit to place over them.

This amount represents the increase which has been made to our debt by the party which “ came in in 1891 with the distinet policy to get the country out of debt,” It bas all been done in a little over four years ata rate of about $60,000 a year, not a bad gait fora party that has at the same time been collecting large sums by taxation.

What about their other pledges ?

They promised in 1893 to carry on the affairs of the Province for many years without taxation.

The present Commiseipner of Pnblic Works, Mr. McLean, declared in “the House, in the session of 1893, “that the aflairs of the conntry can be carried on for many years without a direct tax upon the people,” and the leader of the Government, in the month ot September in that year, in the Lyceum, led a meeting of delegates from the Third District of Queen’s County, to believe that the days of taxation were far off. The speech con- taining this was published in the Patriot and sent broadcast over the Province and made todo duty in every district in theelec- tions that were then approaching. What bappeued ? The elections were scarcely over when the same gentleman summoned a caucus of his party,—what to do? To deyise a scheme of taxation forthe Province and at the very next session passed into law four different Tax Acts which he has been operating ever since! Can it be possible that the men who were guilty of this flag— rent piece of deception will go before the people to have their conduct approved of or condoned? Tricksters were they not? Then treat-them as euch.

They pledged themselves not to put on taxes without consulting the people at an election. Mr. Warburton in speaking on this matter in the House of Assembly in the year 1892 said: “But if they proceed to levy a tax apen the people without their consent I would vote against it. If asked why I would oppose such a measure I would answer ‘because it would be spring- ing taxation upon the people without con- sulting them.’” And Mr. Peters on more than one occasion declared that taxation would not be resorted to without consult- ing the people at the polls. We all know what happened. Thosewho were con- testing the districts in the election of 1893 in the interests of the present party kept taxation in the background. They labored in every way to lead the people to believe that taxation was not then an issue,—and they succeeded, What = fi 'owed ? Scarcely more than three monthe had gone by before the tax measures came thick and fast from the hands of the very men who had eo shortly before solemnly syow- ed to the electorate that it was not worth while considering the question of taxation at all so far off was its necessity! Some may think that the right name for con- dust such as this is rot duplicity but cleverness. I should hope for the sake of the future of our Proviuce there are few who think so.

They solemnly assured the Legislature, when they passed the Debenture Act, that about $19,000 of the proceeds of the debentures to be issued underthat Act would be spent for the purpose of making permanent improvements on the Provin- cial Building. The Leader of the Gov- ernment declared that this build ag was then “ in such a state that unless a sum of money sufficient to put it in a good state of repair for some years to come is ex-

pended on it the whole thing will fall about ourears, We must have a Pro-

vincial Building, and therefore the Gov- ernment is perfectly justified in borrowing money for these permanent repairs which are absolutely necessary.” It is needless to add, because everyone knows it, that this, like all their other promises, remains unfulfilled.

They again and again condemned the late Government for borrowing money at the bauks. It was unbusinesslike and humiliating tothe Province to be left at the mercy of the banks. What have they doae? Has there been a year since they came into power that they have not had ‘arge overdrawn accounts at the banks ? There may have been one but that is all. Ever since the management of our finances came under their control they have, year in and year out, summoned to their aid debentures, permanent loans, temporary loans, private loans, Overdrafia at the banks and, during the past three yeare, taxes from every imaginable source.

They were never tired declaring While in Opposition, that there was no necessity for the office of Commissioner of Crown and Public Lands, and that it should have been abolished. That office still. exists at almost the same cost tothe country as ever.

They maintained in opposition that education cost the province $25,000 a year too much, without one word of protest from the Patriot that euch a faving would tend to degrade our educational system. As might be expected, the expenditure ov education has been increased during their term of office to the extent of over $10,000 @ year. ,

It would be difficult, if not im- porsible, I think, to point to any promise these gentlemen ever made to the people that they have, wher given the opportunits fulfilled. ;

That I have proved them to be faithless, extravagant and incapable no reasonable person can deny, The facts I have given are taken from the public records of the province and can be verified by apvont so desiring. These, I think, clearly establish that whoever are to be our local rulers for the future, a renewal of confidence in the present incumbents is entirely out of the question.
