A correspondent of the Times draws attention to what be considers a com- mon mistake of people, unacquainted with the facts of the case, in thinking that the operstions of the new Fran- chise Bill have added most largely to the voting power of the rural consti- tuencies. The number of people en-

aged in husbandry, he points out, bus te 9 steadily decreasing of late years; in 1861, it numbered 2 010,454, io 1871, 1.657.138, and in 1881 but 1,383,181. Of the latter number only 807000 are farm laborers and cottagers, 221,000 being under voting age, who, with others not coming within the provisions of the act, would bring the number of new voters in the counties to something like 400,000. In the boroughs, on the other hand, the voting population has shown a steady increase, the figures for 1881 being 6,373 367, compared with 5,184,201 in 1861, and from these come three-fourths of the 1,600,009 ad:Jition to the electorate of Eogland and Wales through tho last Franchise legislation.

Election Pledges.

According to a statement of the British Marriage Law Reform Associa- tion, nearly seven hundred, or one-half, of the candidates ia the present election pledged themselves to aid in the passage of legislation lagalizing marriage with a deceased wife’s sister, and hepes are entertained that the next Parliament may see such a law enacted. A recent decision of the courts of India holds such a marriage to be legal in that em- pire, which is thus put in line with Canada, the Australian colonies and other dependencies.

On returning, another examination must be passed; if successful, a bonus of £200 wil! be given, The officer will be given extra pay during bis sojourn in Russia, and his travelling expenses will be refunded,
