GLEANINGS Some time agoT gave a Liberal’s view of the reanit af the English election. I now submit a statement from a-Unionist’s point of view.

First. The people of the United King dom, or, to use ordinary language, the English people, have pronounced decisive

land. The validity of the conclusion, is, I am aware, disputed by Home—Rulers. It rests Showever,not on any subtleties of pol- itical calculation, but on broad, indisput

able facts, of which every man, whatever be his political leanings, can and ought to take notice. Uptotheend of 1885 all English politicians of influence had, with- out exception, opposed the policy of home

rule. Mr. Giadstone’s conversion induced the mass of Liberals to overcome their natural repugnance fur every scheme

which repealed o¢ invalidated the Act of Union with Ireland. In 1836, Mr. Glad stone bought forward his first Us m+-Rule Bill. It was unhesitatingly reject «i by the House of Commons, and on appeal to the people was even more decisively rejected by the electorate. The current of events and the personal influence of Mr. Glad- stone produced in 1892 a change of senti- ment. The Libersis returned to office; they were supported, however, only by an uncertain majority of about forty—a num ber, by the way, which is almost equival- ent to the excess, an democratic principles, in the Parliamentary representation of Ireland. They were authorized, or, to use the political slang of the day, “had receiv- ed a mandate,” to produce a measure of home rule. The bill of 1893 was produc-

Unionists had, therefore, even before the | general election, a right to presume, as! they did presums, that the bill of 1893 did not command the assent of the people. To euppose that Mr. Gladstone and his col- leagues could, if Parliament had been dis- solved in 1893, have obtained a majority in favor of home rule, isto accuse them, without the slightest cause, of blindness to their own interest: an of treachery to thi-r allies. If they could have commanded sue- cese in 1893, it was arrant folly to throw away their chance of victory and wait for the defeat of 1895. If they knew in 1893 that they could obtain a verdict of the nation in favor of home rule, they sacri- ficed the interests of the Irish Nationalists by refusing to appeal to the nation. Every one knows that Mr. Gladstons’s cabinet were guilty neither of swupidity nor of treachery; they did not dissolve Parlia- ment because they conjectured, rightly enough, that on the question cf home rule

the electors would support the House of Lords. This well- founded belief explains their whole subsequent course of action. The

roposed crusade against the House of Lande, the refusal to accept any molifica tions in the Emp'oyers’ Liability Bill, the scheme for Welsh Dise-tablishment, the advocacy of local prohibition—the whole policy, to put the matter shortly, of “fill- ing up the cup”—was nothing less than an attempt, almost an avowed attempt, io carry some scheme of home rule not on its own merits, but as a part of a general democratic policy. Of the morality of this mode of action I say nothing; this is a point on which the opponenta and the ad- vocates of home rule cannot be expected — human nature being what it is—to agree. What I do assert is that the course of ac— tion, which was by no means without it« political recommendations, was an ad- mission that the electorate of the United Kingdom was unfavorable to the policy of home rule. No one bribes a person to perform an act which he deems to be beneficial to himself and is ready to per form of his own accord.

Secondly. The home rulera “have suf. fered not only a repulse, but a permanent defeat. It has now become impossible that, during any time for which politicians need take forethought, an act should be carried establishing an [rish Parliament with a parliamentary executive. To assert this is @ very different thing from saying that the home rule conflict is over, How far and with what vigor the Irish Nationalists, | or, what isa ditlerent matter, their Eng- lish al‘ies. will carry om the conte-t, no man Can foreteli; this is not a subject on

which a Unionist wil] ventare to pro phesy. It is again probable that the |

swing of the penduJum wil! have its effeet; | it is poasible, though not, I think, pro- bable, that, at the next general election, say in 1900, the Opposition may obtain a decisive majority and return to offize. As- sume, for the sake of argument, that they in they in their turn will obtain a major- ity of (say) 100 to 150. Under said cir- cumstances, they will, of course, be able to carry a measrre of home rule through the House of Commons; but, after all that has happened, it is idle to suppose that the House of Lords weuld allow such a mea sure to pass into law. The Peers must, under some form or other, insist on the spec fic mesure being submitted to the arbitrament of the electors, and, as Uniov- ists hold, it is now established that a law establishing an Irish Parliament will never receive the assent of the nation. Thirdly. The salient political fact of the time is the increasing strength of English Consrvatism. The Opposition contend, and not without reason, that the unpopu- larity of Lord Rosebery’s Government was due far less to its advocacy of home rule than to the other parts of its policy; but since Lord Rosebery and his colleagues were the avowed champions of every popular or democratic reform or nostrum, the assertion that their unpopularity was due, not to their being Home-Rulers, but, in effect, to their support of the Newcastle programme, is at bottom nothing but an admission that so-galled democratic re-

OBITUARY,

By a letter received in this city last evening, we learn of the death of Mr. John C. Keefe, of Lowell, Mass., for- merly of Alberton, P. E. Island. The deceased was only sick about one week, being first attacked with a severe pain in the side of his head and swelling in the throat. The doctors in attendance, deem- ing an operation necessary, had him re- moved to St. John’s Hospital, where all that medical skill could do was done, but all of no avail. Blood poisoning set in, and, surrounded by his weeping family and fortified with the §rights . of holy church, he passel peacefully away on Saturday, 27th inst. Deceased was sn honest, upright and conscientious man, and a good Christian. He leavesa ar- rowing widow, two sons and six daughters, one of whom is Mrs. Robert Russell of this city, to mourn the loss of a kind husband and affectionate father. Deceased was 61 years of age.
