When Mr. Moncrieff had conc!uded it was six o'clock, and the Spesker left the chair. Further consideration of the ques- tion was accordingly postponed till next private members day—to-day possibly. After recess the Caron charges were brought up, and Sir Richard Cartwright delivered himself cf a most violent speech, which was answered by Mr. Dickey ina moderate and judicious tone. He took the ground that the charges were so general that to entertain them would be a rank in- justice ; that the Opposition were indulg- ing in a fishing expedition into the elec- tions in twenty-two Quebec counties. Con- cluding, be challenged the Opposition to make specific charges, within the lines of Parliamentary procedure, when they would be promptly investigated.

After one o'clock on Thursday morning the House adjourned with the understand- ing that the debate would be resumed the first thing next Wednesday. Mr. Dickey is regarded, and rightly so, as a man of great independence and not at all a servile supporter of the administration ; his views, therefore, upon sv serious a matter as the Caron charges cannot fail ot having very considerable weight in the country.

Mr. La Riviere, M. P., has received a communication from Mr. Earnest de Reynal, of the Island Martinique, West Indies, in which the writer says that since the adoption of universal suffrage in that colony the black people have assumed control of the public institutions, legislative as well as muncipal. They are now passing such laws that the white people, to escape the heavy taxation on their estates, are almost driven to sell their pro- perty. The writer himeelf, whose ancestors settled on the island 200 years ago, is now seeking to change his place of abode, and desires to know the prospects of settlement in Manitoba, and he feels satisfied that if he comes to this c-untry many of his friends will tollow him.
