Difficulty of Procuring Vessels.

Wasaineron, D.C., May 26.—As to the Philippines the acute stage has been reached. The Government wil], if neces- earv, immediately impress into service vessels under American registry.

The Government of the United States is today determined, peacefully if it can, forcibly if it must, to put United States troops aboard boats at San Francisco, and to land these troops at Manila. Secretary of War Meiklejohn cons-nting to the use of his name, told me that the Government had every disposition to be reasonabie and fair in its compensation for transportation of troops to the Philippines, but one thing might as well be distinctly understood, that these troops had to be takeu across the Pacific, and put at the service of General Merritt. Mr Meiklejohn was dispoved to admit every necessity for promptness that had for two davs been poined out by the Herald, and was trank to say that the question of the transporation had been the only one to ems barrass him. The situation for the week showed that tothe end of this week the transporation of only 7,100 troops had been provided for.
