The loan that was put on the English market last year was at 3 per cent., and although under all the ci:cumstances it real zad more than we could have expected, and al'hough, in comparison with all other countries seeking moneys last year, we stood in the vantage ground with the ex- ception of Great Britain herself, who has, of course, great advantages, we yet sold that Joan at a discount and the amount of the discount becomes an addition to the capital account in the shape of adding to our debit. It is, hcwever,

If the loan had been put in, say at the rate of 34 per cent interest, there would have beea no diacount, there would have beer then no debit to the capital account of the country. We would have paid the same thing in the end, but it would have been paid in the increased yearly interests which would have come out of the consulidated fund, and not have been charged to capital, but the discount of the loan, as the dis- count of all loans, has been charged to cap- ital account, and so adda $1,122,541 to the apparent increase of debt and capital ac- count. With these explanations, we must

trade of the country, where our statistics are fairly extensive and good, that we find the largeat increases, as are indicated by the following figures. Of exports, which are important in view of controversies going on, in 1878 we had $79,000,000, in 1891 we had $98.000,000, and in 1892 there were $114,000,000. The total imports of the country in 1878 were $93,000,000, in 1891 they were $120,000 000 and in 1892 they reached $127,000 000. The total trade in 1888 was $172.C00.000, ir 1891 $218,000, 000, and in 1892 $241,000,000. The trade with Great Bri-ain, which in 1878 was $83,000,000, in 1891 was $91,000,000 an? in 1892 8106,000,000, being an increase of $15,000,000 in one year. Our trade with the United States, which wis §73,. 000,000 in 1878, became $94.000,000 in 1891 and was reduced to $92,000,000 in 1892, showing a loss of trade of about $2,000,000 with the United States, which was more than seven times compensated for by the increase of $15,000,000 in the trade with Great Britain. WITH OTHER COUNTKIES,
It is sometimes stated that our trade is not satisfactory with other countries of the world. To some extent, however, we have increased the area of our commerce. For instance, with France our trade in 1878 was one and three-quarter million dollars, in 1891 two and a half millions, im 1892}- two and three-quarter millions. Take, agsin, Germauy, which was one half million dollars in 1878, tour and one third million dollars in 1891, and $6 526,228 in 1892 Then, again, take Bolland. In Holland we had a trade of $266,764 in 1878, in 1891 it increased to $405,552, and in 1892 to $846,167. Our trade with the Wes Indies m i878 was $4,397,996, in
admit there has been an addition of $3,- 322,000 to our debt during the past year. It will be remembered that about three or four yearsago the Finance Minister madethe statement that he thought we had reached the time when we should cail a halt to the increase of additional debt te the coun- try, and that he thought he saw from that point of time the possibility of raising our revenues without increased taxation, of meeting the necessary services country, without adding to the debt. That prophecy was literally fulfilled up to the past year. It could not be fulfilled then, because we took off millions of dollars of our revenue in remitting taxation to the people, which changed the aspect of things, and consequently we had to draw upon jeans for a certain amount of our capital expenditure, If, however, we had kept the duty up in sugar, instead of having had this increase in the capital debt of the country, we would, through the revenue which would have accrued from that, not only have wiped off that accretion, but
debt of the country by about two millions of dollars. THE CURRENT YEAR,
The receipts for the current year, from July of last year upto January 31 of this year, bas been $21,772,600, as compared with an income last year of $20,716,451— that is, an increase of about a millicn dol lars. We received last year, in the second half of the year, $16,205,420. If we re- ceive that same sum this year, which is a little doubtful, the whole revenue of our country will come in the current year to about $37,000,000, and alittle more. The expenditure of the present year up tc Jan. uaty 31 is $19,189,993. The expenditure of the same period of last year was $19,- 817,325. The expenditure in the last half of last year was $16,948,562. If the same rate of expenditure is observed during the last half of this year, we shall have expended thirty six and a half millions or there- abouts, but it is not at all certain that the same rate of expenditure can be observed. We are, for imatance, to pay additional iv- terest on our loans. We are to pay a good round sum for fitting up the quarantine facilities of the different ports of the coun- try, and these two amounts wil] swell the expenditure of the current year in its last half by a very considerable amount. Then, again, we are spending more heavily out of capital account for the purpose of finishing our canals. The Sault Ste. Marie canal, which was begun a year and a half ago or thereabouts, is being pushed forward to completion with all possible speed, so that during this year the expenditure wil] far exceed the expenditure of last year. How- ever, we will, out of the current income of the present year, pay the expenditures from the consolidated fund and have a good balance to apply to capital account. SAVINGS BANKS,
Referring to the Savings Banks, Mr. Fos- ter stated that the tide of withdrawals which exiated for several years, after the reduction in the rate of interest, had turned, aod the deposits were now in the excess. As regards the other savings banks, while on the 30ch June, 1878, there was in the different savings banks, chartered banks, etc., a total of $78,000,000 in round num- bers, in 1888 that had increased to $165,- 000,000, in 1891 to $193,000,000, in 1892 to $212,000,000, and for the six months of the current year to $222,700, 000, an increase m the half year of $10,000,000, which shows that the normal increase of the general savings of the country, ss defined in the deposits in these different banks, is going on rapidly.
TRADE.
The commerce of the country during the
past year has kept in advance of the pre- veding year and maintained about the general percentage of increase. Taking our railway returns, which are a fair index, and the returns of shipping and tonnage, which is also a fair index, both of them show considerable increases over the pre- ceding year. The railways, where the statistics are given, show an increase in the miles oparated of 578, am increase in freight aarnings of $3,539,751. That shows that raight has been carried in increasing quantities and that, therefore, there must nave been increased trade. As regards the water borne freight, we find a small but ealisfactory increase.
But it is when we come to the foreign

That isa large increase in one industry, in one year. It is proof that the farmers of thia country are producing more and more and are finding remunerative markets, and we cannot expect more. We live in this world in an age when the staples of the country and the prices thereof are fixed by the yield of the world to a large extent. The export of the produce of the farmer, therefore, in the last years was gratifying in- deed.
THE FARMERS AND THE TARIFP.
Every one knows that about two or three veare ago the duties upon farm products, such as bacon, hams, shoulders of beef, mu‘ten, pork and iard were arranged, At that time vhese articles were being largely import- ed from the United States, and the Govern- ment, therefore, came to the help of the farm- ers and at their request raised the duties upon these articles, so that, whereas in 1890 the bacon, beef, mutton, pork and lard brought inLo Canada from the United States and dis- tributed in this country was 33 000,000 pounds, it fell in 1891 to 17,000,000 poands, I: fel, again in 1892 to 13,000,000 pounds, The de- crease in the imports of these articles made an additional market to that extent for the farm- ers of the country. So much for the protec- tion to our farmers.

Whereas, No better evidence can be ad. duced of the confidence and esteem in which Mr. Shaw is beld by the Company than in his being unanimously re-elected President for the ensuing year.
Therefore Resolved, That we deem it our duty as Directors to refute the malicious charges preferred against Mr. Shaw in said is- sue of the Patriot as being entirely without foundation, and calculated to create discord among the members and injuriously affect the best interests of the said Company; and
