Cartwright Decries the Island,

The Budget Speech veccupied four hours in the delivery.

The Tariff is generally acceptable to all.

All duties paid on articles entering into manufactures paid back.

All duties entering into ship materials— when vesels are exported, paid back— making ship materials practically free.

Salt used in the Fisheries free, and all salt from Great Britain, free.

Molasses, from the country of production, 15 per cent. ad valorein.

Black tea, 2 cents per pound and 10 per cent. ad valorem.

Flour, 50 cents per barrel.

Cornmeal, 40 cents per barrel for protec- tion of farmers.

Barley, 15 cents per barrel, to give home market for home productions.

Wool, 74 per cent. per pound and 20 per cent. ad valorem.

On unenumerated, 20 per cent. ad val- orem.

The free list is very large.

Daty on American pork, 2 pound.

Duty on potatoes, 10 cents per bushel, to protect the fariwers and meet the United States duty.

The duties on tobacco are nnaltered.

The Exciso on Canada twist made of Canadian crown leaf, is reduced to 4 cents per pound.

The duty on malt is reduced to 1 cent per pound.

Cartwright replied te the Budget in a long speech. He blamed Mr. Tilley for having given such good terms to P. E Island in 1873, and said he would have refused suc!) terms—they were to» favorable. He Llimed P. E. Istand for beisg partly the cause of his deficits.

Hon. De. Tupper replied in a crushing speech, and was loudly applauded.

Me Xenzie and Cartwright seem to take every opportunity to hur: the Island.

Orrawa, March 15.

The principles adopted with regard to certain manufactures of different grades was to tax the grades that could not be made here lower. For instance, cotton wool and cutton waste would be free; grey and other grades of plain cottons, one cent per square yard, and 15 percent. Officers would be appointed to ascertain the value of foreign goods in the markets from which they are imported, aud the duties would be levied on that value. On jeans, ducks, etc., two cents per square yard and 15 per eont.; on batting, warps, ete., unbleached. two cents per pound and 15 per cent.; bleached, thres cents per pound and 15 per cent.

Cottons unspecified, 20 per cent.

Silks, 39 per cent.

Sole leather and moroco (rough), 10 per eent.; dressed, 15 to 25 per cen’.
